【摘要】：“中蒙俄經(jīng)濟(jì)走廊”是我國(guó)“絲綢之路經(jīng)濟(jì)帶”、俄羅斯跨歐亞大鐵路與蒙古國(guó)“草原之路”對(duì)接的發(fā)展戰(zhàn)略,是跨三國(guó)的合作項(xiàng)目與系統(tǒng)工程,是中蒙俄三國(guó)進(jìn)行區(qū)域合作的新嘗試與新探索。三方希望通過(guò)互聯(lián)互通的基礎(chǔ)設(shè)施建設(shè),打通三國(guó)經(jīng)濟(jì)合作的走廊,推動(dòng)“一帶一路”戰(zhàn)略目標(biāo)實(shí)現(xiàn)。近年來(lái),中俄蒙三國(guó)政府在基礎(chǔ)設(shè)施建設(shè)、能源資源開(kāi)發(fā)利用、國(guó)際貿(mào)易、物流等投資領(lǐng)域達(dá)成了一系列投資合作框架協(xié)議,取得許多重要成果,應(yīng)以此為依托,穩(wěn)步推進(jìn)三國(guó)經(jīng)濟(jì)走廊建設(shè)。盡管就經(jīng)濟(jì)走廊建設(shè)本身而言已經(jīng)達(dá)成基本共識(shí),但客觀來(lái)看,圍繞經(jīng)濟(jì)走廊建設(shè)所涉及的投資合作仍然面臨一系列風(fēng)險(xiǎn),如何識(shí)別這些投資風(fēng)險(xiǎn)并加以規(guī)避和防范就成為成功推動(dòng)“中蒙俄經(jīng)濟(jì)走廊”建設(shè)的首要條件。本文以“中蒙俄經(jīng)濟(jì)走廊”建設(shè)中的投資風(fēng)險(xiǎn)為研究對(duì)象,運(yùn)用風(fēng)險(xiǎn)管理的相關(guān)理論,在“一帶一路”背景下結(jié)合中蒙俄三國(guó)的投資合作現(xiàn)狀,首先對(duì)“中蒙俄經(jīng)濟(jì)走廊”外部及內(nèi)部的投資環(huán)境進(jìn)行了詳細(xì)的分析,在此基礎(chǔ)上從風(fēng)險(xiǎn)來(lái)源自走廊外及走廊內(nèi)兩個(gè)角度總結(jié)歸類(lèi)了6大風(fēng)險(xiǎn)來(lái)源：即國(guó)際環(huán)境風(fēng)險(xiǎn)、政治風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、社會(huì)文化風(fēng)險(xiǎn)、自然風(fēng)險(xiǎn)和人才風(fēng)險(xiǎn)及相對(duì)應(yīng)的26個(gè)風(fēng)險(xiǎn)因素,借助專(zhuān)家問(wèn)卷調(diào)查法的方式識(shí)別出12個(gè)主要投資風(fēng)險(xiǎn)因素。然后,基于識(shí)別出的12個(gè)風(fēng)險(xiǎn)因素利用專(zhuān)家知識(shí)建立因果貝葉斯網(wǎng)絡(luò)結(jié)構(gòu)模型并對(duì)網(wǎng)絡(luò)進(jìn)行參數(shù)學(xué)習(xí),結(jié)果表明“中蒙俄經(jīng)濟(jì)走廊”建設(shè)中面臨較高的投資風(fēng)險(xiǎn)；對(duì)貝葉斯網(wǎng)絡(luò)進(jìn)行逆向推理及敏感性分析,整理出了關(guān)鍵及敏感性投資風(fēng)險(xiǎn)因素。最后,針對(duì)這些風(fēng)險(xiǎn)因素,提出在“中蒙俄經(jīng)濟(jì)走廊”的投資進(jìn)程中防范和規(guī)避投資風(fēng)險(xiǎn)的對(duì)策建議。具體建議有：針對(duì)來(lái)自于走廊外部的風(fēng)險(xiǎn),三國(guó)應(yīng)理性看待大國(guó)干擾,努力創(chuàng)造積極的國(guó)際輿論氛圍;針對(duì)來(lái)自于走廊內(nèi)部的風(fēng)險(xiǎn),三國(guó)應(yīng)加強(qiáng)政治互信,推進(jìn)基礎(chǔ)設(shè)施建設(shè),完善政策法規(guī),密切民眾交流,培養(yǎng)及整合人才隊(duì)伍等。
[Abstract]:"China-Mongolia-Russia Economic Corridor" is our country's "Silk Road Economic Belt". The development strategy of Russia's Trans-Eurasian Railway and Mongolia's "Prairie Road" is a cooperation project and system engineering across three countries. It is a new attempt and exploration of regional cooperation between China, Mongolia and Russia. The three sides hope to open up the corridors of economic cooperation among the three countries through the construction of interconnected infrastructure, and to promote the realization of the strategic goal of "Belt and Road" in recent years. The governments of China, Russia and Mongolia have reached a series of framework agreements on investment cooperation in the fields of infrastructure construction, development and utilization of energy resources, international trade and logistics, and have achieved many important results, which should be relied on. Although the construction of the economic corridor itself has reached a basic consensus, but objectively speaking, the investment cooperation involved in the construction of the economic corridor still faces a series of risks. How to identify these investment risks and how to avoid and prevent them have become the most important conditions for successfully promoting the construction of the China-Mongolia-Russia Economic Corridor. This paper takes the investment risk in the construction of the China-Mongolia-Russia Economic Corridor as the research object. Based on the theory of risk management and the current situation of investment cooperation between China, Mongolia and Russia under the background of "Belt and Road", this paper firstly analyzes the external and internal investment environment of "Sino-Mongolian and Russian Economic Corridor" in detail. On the basis of this, six major risk sources are summarized and classified from two aspects: international environmental risk, political risk, economic risk and social and cultural risk from two aspects: international environmental risk, political risk, economic risk and social and cultural risk. Natural risk, talent risk and 26 corresponding risk factors, 12 main investment risk factors were identified by the method of expert questionnaire. Based on the 12 identified risk factors, the causal Bayesian network structure model is established by using expert knowledge and the parameters of the network are studied. The results show that the construction of "Sino-Mongolian and Russian economic corridor" faces a high investment risk. The key and sensitive investment risk factors are sorted out by reverse reasoning and sensitivity analysis of Bayesian network. Finally, aiming at these risk factors. This paper puts forward countermeasures and suggestions to prevent and avoid investment risks in the process of investment in the China-Mongolia-Russia Economic Corridor. The specific suggestions are: in view of the risks from the outside of the corridor, the three countries should treat the interference of big countries rationally. Strive to create a positive atmosphere of international public opinion; In view of the risks coming from the corridor, the three countries should strengthen political mutual trust, promote infrastructure construction, improve policies and regulations, closely communicate with the people, and train and integrate talents.
