1939年以前,英美關(guān)系并無特殊之處。第二次世界大戰(zhàn)期間,為了聯(lián)合對(duì)抗法西斯,在丘吉爾和羅斯福的共同努力下英美“特殊關(guān)系”初步建立。1946年丘吉爾在其“鐵幕演說”中十分明確地提出了這一關(guān)系,標(biāo)志著英美特殊關(guān)系正式建立。冷戰(zhàn)時(shí)期,為共同對(duì)抗蘇聯(lián)這種特殊關(guān)系得以維持和加強(qiáng),并成為該時(shí)期的一個(gè)重要標(biāo)志。 然而冷戰(zhàn)結(jié)束后,圍繞這一問題出現(xiàn)了一個(gè)主要的爭(zhēng)論:英美關(guān)系是否依然特殊?在筆者看來,冷戰(zhàn)結(jié)束后英美關(guān)系依然特殊并得到了加強(qiáng),這種特殊關(guān)系是無可替代的。英美特殊關(guān)系在這一時(shí)期的表現(xiàn)可以證明筆者的觀點(diǎn)。其表現(xiàn)包括:聯(lián)合軍事行動(dòng)和軍事技術(shù)合作,密切的經(jīng)貿(mào)往來,情報(bào)領(lǐng)域的合作,外交合作和學(xué)術(shù)往來等。 冷戰(zhàn)后英美特殊關(guān)系得以維持和加強(qiáng)有其特殊的原因,其中包括經(jīng)濟(jì)因素,歷史和文化因素,政治和外交需要以及兩國(guó)領(lǐng)導(dǎo)人密切的私人關(guān)系等。這些原因使英美關(guān)系維持了其特殊性。同時(shí)不容忽視的是和其它任何雙邊關(guān)系一樣,冷戰(zhàn)后的英美特殊關(guān)系面臨著許多問題,如:特殊關(guān)系存在著不對(duì)等性,英國(guó)在歐美之間處于兩難的境地,英美之間分歧不斷等。但是這些問題的存在無法改變冷戰(zhàn)后的英美關(guān)系依然特殊這一事實(shí)。 本文旨在...
