【摘要】：本文主要研究1890年至1912年,大約明治時代后二十二年的軍費政策。探討了日本軍費政策在和平時期與戰(zhàn)爭時期的內(nèi)容與特點,揭示了軍費政策與國家發(fā)展的關系。軍事力量發(fā)展需要考慮國家總體經(jīng)濟實力和國家外部安全環(huán)境,日本通過制訂或調(diào)整軍費政策,從而協(xié)調(diào)軍事力量發(fā)展的速度與方向。明治政府建立伊始就處于戰(zhàn)爭狀態(tài),為獲得戰(zhàn)爭勝利而制訂軍費政策。隨著日本國內(nèi)經(jīng)濟與國家戰(zhàn)略的發(fā)展,日本將軍費政策調(diào)整為高投入狀態(tài)。在這一背景下,日本的軍費政策選擇了為其軍事力量發(fā)展提供較大提前量的方式,其預算制度為國防系統(tǒng)提供相對穩(wěn)定和相對充足的財政投入。明治憲法頒布后,日本構(gòu)建了明治后期的軍費政策,具體表現(xiàn)為在軍費體系中具備了成熟的法律體系、預算制度和組織機構(gòu)。在和平時期,軍費政策從屬于國家財政制度,由大藏省、陸軍省、海軍省會同領導,通過日本銀行進行調(diào)撥。在戰(zhàn)爭時期,軍費政策是以政府創(chuàng)設配套的戰(zhàn)時運營機制為基礎,將和平時期軍費政策轉(zhuǎn)為戰(zhàn)爭時期軍費政策。具體表現(xiàn)為以設立臨時軍事費特別會計為手段,通過公債、借款、稅收、軍票等措施,將各種財源集中用于戰(zhàn)時軍費。明治后期的軍費政策,一方面提升了日本的軍事實力,確保了日本獲得對外戰(zhàn)爭的勝利;另一方面妨礙了日本經(jīng)濟的健康發(fā)展,強化了日本軍國主義在國家的支配地位。
[Abstract]:This paper mainly studies the military policy from 1890 to 1912, about 22 years after the Meiji era. This paper probes into the contents and characteristics of Japan's military expenditure policy in peacetime and war, and reveals the relationship between military expenditure policy and national development. The development of military power needs to consider the overall economic strength of the country and the external security environment of the country. Japan coordinates the speed and direction of the development of military force by formulating or adjusting its military expenditure policy. The Meiji government was in a state of war from the beginning of its establishment, and formulated a military policy to win the war. With the development of Japan's domestic economy and national strategy, Japan's general expenditure policy has been adjusted to a state of high investment. In this context, Japan's military policy has chosen to provide a large advance for the development of its military forces, and its budget system provides relatively stable and relatively sufficient financial input for the national defense system. After the promulgation of Meiji Constitution, Japan constructed the military expenditure policy in the later Meiji period, which was embodied in the mature legal system, budget system and organizational structure in the military expenditure system. In peacetime, the military expenditure policy is subordinate to the national financial system, and is allocated through the Bank of Japan under the leadership of the provinces of Tibet, the army, and the navy. In the war period, the military expenditure policy is based on the government to create the supporting war operation mechanism, and changes the peacetime military expenditure policy into the war military expenditure policy. The special accounting for temporary military expenses is used as a means to concentrate all kinds of financial resources on military expenditure in war through measures such as public debt, borrowing, taxation, military tickets and so on. The military expenditure policy in the late Meiji period, on the one hand, enhanced Japan's military strength and ensured Japan's victory in foreign war; on the other hand, it hindered the healthy development of Japan's economy and strengthened the dominant position of Japanese militarism in the country.
