【摘要】：戰(zhàn)后美國的外來人才已引起國際學界廣泛關(guān)注,學術(shù)成果汗牛充棟,但國內(nèi)相關(guān)研究不僅滯后,關(guān)于其人才概念亦無定性研究。文章在參考國外成果的基礎(chǔ)上提出自己的人才概念,認為其中應包括各學科領(lǐng)域的高學歷人才、掌握精深訣竅但不一定擁有高學歷的文化娛樂勞工以及工商業(yè)界的成功商人。從戰(zhàn)后美國外來人才和移民趨勢看,其中既有永久性移民,也有眾多的臨時性技術(shù)勞工�？v向看,美國吸引外來人才的總體趨勢經(jīng)歷了一個平穩(wěn)的曲線式增長過程。特別是1990年以后,入境的各類技術(shù)人才與日俱增,多數(shù)來自亞洲和拉丁美洲的發(fā)展中國家。在大批技術(shù)人才遷居美國的同時,也存在著不大穩(wěn)定的人才回流現(xiàn)象。
[Abstract]:After the war, the foreign talents in the United States have attracted extensive attention in the international community, and the academic achievements are full of sweat, but the domestic related research not only lags behind, but also has no qualitative research on the concept of talents. On the basis of referring to the achievements of foreign countries, this paper puts forward its own concept of talents, which should include highly educated talents in various disciplines, cultural entertainment workers who master profound know-how but do not necessarily have high academic qualifications, as well as successful businessmen in the industrial and commercial circles. Judging from the trend of immigrants and immigrants in the United States after the war, there are both permanent immigrants and many temporary skilled workers. Vertically, the overall trend of attracting foreign talent in the United States has experienced a steady curve growth process. Especially after 1990, the entry of all kinds of technical personnel is increasing day by day, most of them come from developing countries in Asia and Latin America. While a large number of technical talents move to the United States, there is also an unstable phenomenon of talent return.
