【摘要】： 1933年希特勒上臺伊始便開始了他的排猶暴行，企圖建立一個純粹的日耳曼人國家，由此納粹頒布一系列反猶立法，德國52.5萬猶太人逐漸被剝奪了政治、經(jīng)濟和基本的公民權(quán)利，處境急劇惡化，實際上淪為無國籍的難民，這便產(chǎn)生了德國猶太難民問題。1938年3月德國吞并奧地利，又有19萬猶太人成為難民，局勢急轉(zhuǎn)直下，德國(包括奧地利)猶太難民危機全面爆發(fā)。1938年7月，來自于歐洲、美洲、大洋洲32個國家的代表云集法國埃維昂，召開了一次旨在解決難民危機的國際會議。該會議由美國羅斯�？偨y(tǒng)發(fā)起倡議，會后成立了一個政府間難民事務(wù)委員會，但是并沒有取得實質(zhì)性進展。本文試圖通過對埃維昂會議的全面描述，考察美國從該會議的策劃、籌備到會議的進程、結(jié)果方面發(fā)揮的重要作用，，揭示了美國在二戰(zhàn)前夕的難民政策和外交戰(zhàn)略。 全文共三章： 第一章介紹了埃維昂會議的歷史背景。首先回顧1938年以前德國難民問題的形成和發(fā)展概況，然后敘述了以英、法、美為代表的國際社會對德國猶太難民問題的態(tài)度和對策，一方面論述英、法操縱的國際聯(lián)盟對該問題的解決收效甚微，進而揭示原因；另一方面概述了美國在這一時期的難民政策以及對德國猶太難民問題的旁觀者態(tài)度。最后論述成為埃維昂會議直接原因的1938年德國(包括奧地利)猶太難民危機的全面爆發(fā)。 第二章首先論述了美國國務(wù)院發(fā)出倡議的決策過程和決策結(jié)果，進而揭示美國召開埃維昂會議的深層次原因。然后講述美國政府對埃維昂會議的籌備過程，其中包括與會代表的任命和難民事務(wù)總統(tǒng)委員會的成立，以及美國為了促使會議如期召開而進行的一系列外交方面的努力。 第三章主要論述了埃維昂會議的過程、結(jié)果及影響。重點論述美國代表梅隆·泰勒是如何突破來自于英國和拉美國家兩方面的障礙從而最終建立政府間難民事務(wù)委員會的。最后深入探討了埃維昂會議的成與敗、得與失以及會議主導(dǎo)者美國所進行的創(chuàng)造性嘗試。 通過分析，本文認為，造成埃維昂會議未能達到預(yù)期目標的主要原因是美國難民政策的兩面性，美國處理國際難民問題更著重于政治考慮而不是人道主義關(guān)注，而從另一個角度看，埃維昂會議又在很多方面具有獨創(chuàng)性。
[Abstract]:When Hitler came to power in 1933, he began his anti-Semitic atrocity in an attempt to establish a pure Germanic state. As a result, the Nazis promulgated a series of anti-Semitic legislation. 525000 Jews in Germany were gradually deprived of their political, economic and basic civil rights, and their situation was rapidly deteriorating. In fact, they became stateless refugees, which gave rise to the problem of German Jewish refugees. Germany annexed Austria in March 1938. Another 190000 Jews became refugees, and the Jewish refugee crisis broke out in Germany (including Austria). In July 1938, representatives from 32 countries from Europe, the Americas and Oceania gathered in Evian, France, to hold an international conference aimed at resolving the refugee crisis. The meeting was initiated by President Roosevelt of the United States and followed by the establishment of an intergovernmental committee on refugees, but no substantial progress was made. Through a comprehensive description of the Evian meeting, this paper attempts to investigate the important role played by the United States from the planning of the conference, the preparation to the process of the meeting, and the results, and reveals the refugee policy and foreign strategy of the United States on the eve of World War II. The full text consists of three chapters: the first chapter introduces the historical background of the Evian Conference. This paper first reviews the formation and development of the German refugee problem before 1938, and then describes the attitude and countermeasures of the international community, represented by Britain, France and the United States, towards the German Jewish refugees problem. On the one hand, it discusses that the international alliance manipulated by Britain and France has little effect on solving this problem, and then reveals the reasons; on the other hand, it summarizes the American refugee policy in this period and the onlookers' attitude towards the German Jewish refugees problem. Finally, it discusses the comprehensive outbreak of the Jewish refugee crisis in Germany (including Austria), which was the direct cause of the Evian meeting in 1938. The second chapter first discusses the decision-making process and results of the initiative issued by the State Department of the United States, and then reveals the deep-seated reasons for the convening of the Evian Conference in the United States. It then describes the U. S. government's preparatory process for the Evian Conference, including the appointment of delegates and the establishment of the Presidential Commission for Refugees, as well as a series of diplomatic efforts by the United States to facilitate the meeting as scheduled. The third chapter mainly discusses the process, results and influence of the Evian meeting. This paper focuses on how American representative Mellon Taylor broke through obstacles from both the United Kingdom and Latin American countries, leading to the establishment of an intergovernmental committee on refugees. Finally, the success and defeat of the Evian Conference, gains and losses, as well as the creative attempts made by the United States, the leader of the Conference, are discussed in depth. Through the analysis, this paper holds that the main reason why the Evian Conference failed to achieve the expected goal is the dual nature of the American refugee policy. The United States focuses more on political considerations than humanitarian concerns in dealing with international refugees, while from another point of view, the Evian Conference is original in many aspects.
