【摘要】： 1989年至1991年中東歐在政治，經(jīng)濟(jì)和社會(huì)等方面發(fā)生的一系列劇變以及西歐在這一時(shí)期所推行的東擴(kuò)和實(shí)現(xiàn)歐洲大一統(tǒng)的思想構(gòu)成了波蘭等中東歐國(guó)家“重回西歐”，“融入西方”等戰(zhàn)略的社會(huì)大背景。除了美國(guó)為首的北大西洋公約組織外，歐洲聯(lián)盟成為波蘭“重回西歐”戰(zhàn)略的理想目標(biāo)。在簡(jiǎn)要概括冷戰(zhàn)后波蘭所采取的一系列歐盟政策的基礎(chǔ)上，本篇論文將主要對(duì)以下三部分進(jìn)行分析和研究：波蘭歐盟戰(zhàn)略形成的背景；波蘭歐盟戰(zhàn)略的主要特點(diǎn)；波蘭歐盟戰(zhàn)略的影響和意義。 本文的緒論部分包括對(duì)冷戰(zhàn)后波蘭歐盟政策的簡(jiǎn)要概括，中心思想陳述，相關(guān)學(xué)術(shù)研究成果信息，本文的意義，以及對(duì)本文主體部分詳細(xì)結(jié)構(gòu)的描述。 第一章主要對(duì)波蘭歐盟戰(zhàn)略形成的背景進(jìn)行了分析和探索，分別從經(jīng)濟(jì)、政治和文化宗教三方面對(duì)冷戰(zhàn)后波蘭“重回西歐”，“融入西方”，尤其是致力于加入歐盟的戰(zhàn)略形成的背景作了較為詳盡的分析。 第二章重點(diǎn)探索和分析波蘭歐盟戰(zhàn)略的四大特點(diǎn)：波蘭歐盟政策經(jīng)歷了由“重回西歐”的模糊政治口號(hào)到在政治、經(jīng)濟(jì)和文化上全面加入歐盟的系統(tǒng)而清晰的歐盟戰(zhàn)略的轉(zhuǎn)變過(guò)程；善用自身優(yōu)勢(shì)，在入盟過(guò)程中要價(jià)高，立場(chǎng)堅(jiān)決，形成獨(dú)特的“波蘭現(xiàn)象”；發(fā)動(dòng)和組織中東歐入盟候選國(guó)聯(lián)盟，，加強(qiáng)次地區(qū)國(guó)家間合作，利用集體力量加快入盟進(jìn)程，爭(zhēng)取利益最大化；積極參加歐盟未來(lái)改革的討論，爭(zhēng)取擴(kuò)大自身在未來(lái)歐盟游戲規(guī)則中的影響力。 第三章集中分析波蘭歐盟戰(zhàn)略的影響和意義，包括對(duì)歐洲格局、歐盟東擴(kuò)和波蘭自身的影響和意義。 結(jié)論部分包括對(duì)整篇論文討論問(wèn)題的總結(jié)，以及從波蘭歐盟戰(zhàn)略中中國(guó)所能吸取的經(jīng)驗(yàn)的初步探析。
[Abstract]:A series of political, economic and social upheavals in Central and Eastern Europe between 1989 and 1991, as well as the idea of eastward expansion and European unity promoted by Western Europe during this period, constitute the "return to Western Europe" of Central and Eastern European countries, such as Poland. The social background of such strategies as "integrating into the West". In addition to the North Atlantic Treaty Organization, led by the United States, the European Union has become an ideal goal for Poland's "return to Western Europe" strategy. On the basis of a brief summary of a series of European Union policies adopted by Poland after the Cold War, this paper will mainly analyze and study the following three parts: the background of the formation of Poland's EU strategy, the main characteristics of Poland's EU strategy; The impact and significance of Poland's EU strategy. The introduction part of this paper includes a brief summary of Poland's European Union policy after the Cold War, a statement of the central ideas, information on relevant academic research results, the significance of this paper, and a description of the detailed structure of the main part of this paper. The first chapter mainly analyzes and explores the background of the formation of Poland's EU strategy, from the aspects of economy, politics and culture and religion respectively, to "return to Western Europe" and "integrate into the West" after the cold war. In particular, the background of the strategic formation of EU accession is analyzed in detail. The second chapter focuses on exploring and analyzing the four characteristics of Poland's EU strategy: Poland's EU policy has gone from the vague political slogan of "returning to Western Europe" to politics. A systematic and clear process of economic and cultural integration into the EU strategy; Make good use of their own advantages, in the process of accession to the Union high price, stand firm, forming a unique "Polish phenomenon"; To launch and organize the Alliance of Central and Eastern European candidate countries to strengthen cooperation among the countries of the subregion and to use collective forces to speed up the process of accession to the Union in order to maximize the interests; Actively participate in the EU future reform discussions, strive to expand their influence in the future EU rules of the game. The third chapter focuses on the impact and significance of Poland's EU strategy, including the European situation, the EU's eastward expansion and Poland's own influence and significance. The conclusion includes a summary of the issues discussed in this paper, as well as a preliminary analysis of the experiences that can be learned from Poland's EU strategy China.
