【摘要】： 30年代是斯大林高度集中的政治模式最終形成時(shí)期。在30年代,斯大林在繼20年代鏟除列寧的“近衛(wèi)軍”之后,利用“基洛夫”事件進(jìn)行了“大清洗”,將黨政大權(quán)完全集中在自己的手中,完成了奪取權(quán)力的第二步。政治局委員全部換為斯大林的親信,重要問(wèn)題的決定由集體討論轉(zhuǎn)變?yōu)轭I(lǐng)袖決斷,政治局會(huì)議成為領(lǐng)袖意志的“表決機(jī)器”,政治局處理的問(wèn)題涵蓋政治、經(jīng)濟(jì)、軍事、社會(huì)、文化等一切領(lǐng)域,形成了黨政不分、以黨代政的局面。
[Abstract]:The 1930s was the final stage of Stalin's highly concentrated political model. In the 1930s, following the eradication of Lenin's "Guards" by Stalin in the 1920s, Stalin made use of the "Kilov" incident to carry out the "great cleansing", concentrating the party and government power entirely in his own hands and completing the second step of seizing power. All the members of the Politburo were replaced by Stalin's cronies, and decisions on important issues were transformed from collective discussions to leadership decisions. The Politburo meetings became the "voting machine" of the leaders' will, and the politburo dealt with issues that covered political, economic, military and social issues. Culture and other fields, the formation of the party and government regardless of the situation, the party on behalf of government.
