【摘要】：20世紀(jì)50年代中后期起,美國對外援助陷入兩難境地:一方面,迫于與蘇聯(lián)爭奪第三世界的壓力,需要大量增加對發(fā)展中國家的經(jīng)濟(jì)援助;另一方面,美國國內(nèi)經(jīng)濟(jì)下滑,國際收支平衡危機(jī)頻仍,面對國內(nèi)尤其是國會的反對,無法獲得太多的援助撥款。針對這一狀況,肯尼迪政府調(diào)整其對外援助政策:一方面將援助類型從以軍事援助為主轉(zhuǎn)變?yōu)橐越?jīng)濟(jì)援助為主,確立了經(jīng)濟(jì)援助,特別是發(fā)展援助的主體地位;另一方面提出援助負(fù)擔(dān)分擔(dān)政策,要求西歐及日本等盟國分擔(dān)援助負(fù)擔(dān)。這些調(diào)整使得美國對外援助政策開始走向制度化,并為以后美國政府以及國際援助體系的對外援助政策確立了基本框架和行動指南。
[Abstract]:Since the middle and late 1950s, American foreign aid has been in a dilemma: on the one hand, it needs to increase its economic aid to developing countries because of the pressure from the Soviet Union to compete for the third world; On the other hand, the United States domestic economic downturn, the balance of payments crisis, faced with domestic, especially in the face of opposition in Congress, can not get too much aid allocation. In view of this situation, the Kennedy administration adjusted its foreign aid policy: on the one hand, it changed the type of aid from military aid to economic aid, and established the dominant position of economic aid, especially development aid; On the other hand, the aid burden-sharing policy was put forward, requiring western European and Japanese allies to share the aid burden. These adjustments began to institutionalize the foreign aid policy of the United States and established the basic framework and operational guidelines for the subsequent foreign aid policy of the United States government and the international aid system.
