【摘要】: 日內(nèi)瓦議定書(shū)全稱(chēng)是“和平解決國(guó)際爭(zhēng)端議定書(shū)”,主要為解決第一次世界大戰(zhàn)后凡爾賽體系沒(méi)有完全解決的兩個(gè)重要問(wèn)題之一的安全問(wèn)題,它反映了一戰(zhàn)后主要的戰(zhàn)勝?lài)?guó)法國(guó)和主要的戰(zhàn)敗國(guó)德國(guó)之間的矛盾,也揭示了兩個(gè)主要的戰(zhàn)勝?lài)?guó)英法之間外交政策的矛盾。不僅如此,從表面看似與歐洲安全無(wú)關(guān)的美國(guó)和英帝國(guó)的各個(gè)自治領(lǐng)也與這個(gè)問(wèn)題有著密切關(guān)系。實(shí)際上日內(nèi)瓦議定書(shū)是魯爾危機(jī)和道威斯計(jì)劃實(shí)施之后,洛加諾會(huì)議召開(kāi)之前在安全問(wèn)題上英、法、美等國(guó)的一次重要的較量,在現(xiàn)代國(guó)際關(guān)系史上占有重要的地位。 本文共分三大部分,第一部分主要論述1924年日內(nèi)瓦議定書(shū)的出臺(tái),其中包括了兩部分,文章以第一次世界大戰(zhàn)結(jié)束后的歐洲形勢(shì)為背景,從法國(guó)感到不安全并開(kāi)始尋求安全保障入手,在法國(guó)尋求安全的過(guò)程中遭到幾次挫折之后,終于在1924年的第五屆國(guó)聯(lián)大會(huì)上出臺(tái)了日內(nèi)瓦議定書(shū),本文的一個(gè)創(chuàng)新之處就是首次想大家展示了1924年日內(nèi)瓦議定書(shū)的全文,議定書(shū)總共21條,可以概括為仲裁、安全和裁軍三大方面,在第一部分中本文將就議定書(shū)的內(nèi)容及各國(guó)對(duì)它的看法一一進(jìn)行論述。 文章的第二部分是有關(guān)英國(guó)國(guó)內(nèi)對(duì)議定書(shū)討論的過(guò)程。本部分從英國(guó)國(guó)內(nèi)輿論及各方面的廣泛關(guān)注入手,先后涉及了議會(huì)、軍隊(duì)、內(nèi)閣、外交部和帝國(guó)國(guó)防委員會(huì)等各方面的討論過(guò)程和意見(jiàn);另外英國(guó)政府與各自治領(lǐng)之間就本議定書(shū)的交流和溝通以及各自治領(lǐng)的觀(guān)點(diǎn)也是本文關(guān)注的重要問(wèn)題;美國(guó)遠(yuǎn)在大樣彼岸并且不是國(guó)聯(lián)成員,本文通過(guò)細(xì)致的分析和確切的史實(shí)力圖讓讀者了解到,美國(guó)政府不僅十分關(guān)注歐洲安全問(wèn)題,,而且它的態(tài)度直接影響英國(guó)政府對(duì)議定書(shū)的立場(chǎng),其中英美兩國(guó)有關(guān)議定書(shū)的秘密溝通是本文的一個(gè)新穎之處。 本文的最后一部分是在英國(guó)拒絕批準(zhǔn)日內(nèi)瓦議定書(shū)之后,從英國(guó)的經(jīng)濟(jì)形勢(shì)和外交傳統(tǒng)、日內(nèi)瓦議定書(shū)自身存在的問(wèn)題以及自治領(lǐng)和美國(guó)的反對(duì)等方面尋找日內(nèi)瓦議定書(shū)最終破產(chǎn)的原因。
[Abstract]:The Geneva Protocol, known as the Protocol for the peaceful settlement of International disputes, is mainly aimed at resolving the security problems of one of the two important issues that were not fully resolved by the Versailles system after the first World War, It reflects the contradiction between France, the main victorious country after the first World War, and Germany, the main defeated country, and also reveals the contradiction of foreign policy between Britain and France, the two major victorious countries. Not only that, the autonomy of the US and British empires, ostensibly unrelated to European security, also has a close bearing on the issue. In fact, the Geneva Protocol was an important contest between Britain, France, the United States and other countries on security issues before the Logano Conference after the Ruhr crisis and the implementation of the Dawes Plan, which played an important role in the history of modern international relations. This paper is divided into three parts, the first part mainly discusses the 1924 Geneva Protocol, which includes two parts, the article is based on the European situation after the end of the first World War. Starting with the sense of insecurity in France and the beginning of the search for security, after several setbacks in the process of seeking security in France, the Geneva Protocol was finally introduced at the Fifth Congress of the League of Nations in 1924, One of the innovations of this article is that for the first time you have shown the full text of the 1924 Geneva Protocol, which consists of 21 articles, which can be summarized as three major aspects of arbitration, security and disarmament. In the first part, this paper will discuss the content of the protocol and the views of the countries on it one by one. The second part of the article is about the process of discussing the protocol in Britain. This part from the British domestic public opinion and various aspects of widespread concern, has involved the Parliament, the army, the cabinet, the Ministry of Foreign Affairs and the Imperial Defense Commission and other aspects of the discussion process and opinions; In addition, the exchange and communication between the British Government and the autonomous territories on this Protocol, as well as the views of the Territories, are also important issues of concern in this paper. The United States is far from the other side of the sample and is not a member of the League of Nations. Through careful analysis and accurate historical facts, this article tries to let readers know that the US Government is not only very concerned about European security issues. Moreover, its attitude directly affects the British government's position on the protocol, among which the secret communication between Britain and the United States about the protocol is a novelty of this paper. The last part of this article is based on the British economic situation and diplomatic tradition after Britain refused to ratify the Geneva Protocol. The problems existing in the Geneva Protocol itself and the opposition of the self-rule and the United States seek the reasons for the eventual bankruptcy of the Geneva Protocol.
