【摘要】：英國(guó)傳統(tǒng)村落保護(hù)的歷史首先得益于早期貴族和鄉(xiāng)紳對(duì)鄉(xiāng)村自然景觀的營(yíng)造和維護(hù),以及某些中產(chǎn)階級(jí)人士對(duì)生物多樣性和鄉(xiāng)村傳統(tǒng)文化遺產(chǎn)的關(guān)注。英國(guó)社會(huì)普遍達(dá)成的共識(shí)是,傳統(tǒng)村落中的自然景觀和文化遺產(chǎn)是重構(gòu)國(guó)家認(rèn)同和國(guó)民品格形塑的戰(zhàn)略資產(chǎn);傳統(tǒng)村落與其周邊的自然景觀和生物多樣性之間長(zhǎng)期演化形成的共生關(guān)系是傳統(tǒng)村落延續(xù)的生命線,也是周邊自然生態(tài)可持續(xù)維護(hù)的根本選擇。在傳統(tǒng)村落保護(hù)中,英國(guó)政府依法設(shè)立負(fù)責(zé)決策咨詢服務(wù)、資金贈(zèng)予的國(guó)家鄉(xiāng)村機(jī)構(gòu),授權(quán)國(guó)家信托和鄉(xiāng)村保護(hù)協(xié)會(huì)等社會(huì)組織基于國(guó)家利益從事傳統(tǒng)村落資產(chǎn)的收購(gòu)、保護(hù)和開發(fā)工作,合理設(shè)置了政府、社會(huì)組織和志愿者在傳統(tǒng)村落保護(hù)中的行動(dòng)空間和角色關(guān)系,進(jìn)而最大程度地調(diào)動(dòng)了社會(huì)各階層參與傳統(tǒng)村落保護(hù)的積極性,促成了政府、非政府組織和公民之間的協(xié)同行動(dòng),有效地實(shí)現(xiàn)了傳統(tǒng)村落保護(hù)的理念和遠(yuǎn)景。
[Abstract]:The history of the protection of traditional villages in England was first attributed to the early aristocrats and the squire's construction and preservation of the rural natural landscape, as well as the attention of some middle class people to biodiversity and the traditional cultural heritage of the countryside. The consensus reached in British society is that the natural landscape and cultural heritage in the traditional villages are strategic assets to reconstruct the national identity and national character. The symbiotic relationship between the traditional village and its surrounding natural landscape and biodiversity is the lifeline of the traditional village and the basic choice of the sustainable maintenance of the surrounding natural ecology. In the protection of traditional villages, the British Government has set up a national rural organization responsible for decision-making and consultation services and grants of funds according to law, and has authorized social organizations such as the National Trust and the Rural Protection Association to engage in the acquisition of traditional village assets on the basis of national interests. Protection and development work, reasonable setting up of the government, social organizations and volunteers in the protection of traditional villages in the action space and role relations, and then the maximum mobilization of all social strata to participate in the protection of traditional villages, promoting the government, The cooperative action between NGOs and citizens has effectively realized the concept and vision of traditional village protection.
