【摘要】：第一次世界大戰(zhàn)爆發(fā)后，根據(jù)《美國紅十字會(huì)章程》的規(guī)定，紅十字會(huì)立即承擔(dān)起了美國政府賦予的救援責(zé)任，形成了以戰(zhàn)爭委員會(huì)為核心的戰(zhàn)時(shí)領(lǐng)導(dǎo)機(jī)制。為了更好地服務(wù)國內(nèi)外的美軍及美國后方的國民，紅十字會(huì)迅速擴(kuò)大組織規(guī)模、征召眾多的志愿者。除了救援前線的士兵外，紅十字會(huì)在后方發(fā)揮了重要作用，創(chuàng)建了一系列新型的救援服務(wù)項(xiàng)目，這些服務(wù)項(xiàng)目涵蓋了美國戰(zhàn)時(shí)的護(hù)理、公共衛(wèi)生和疾病預(yù)防等多個(gè)領(lǐng)域，，彌補(bǔ)了美國政府戰(zhàn)時(shí)公共服務(wù)領(lǐng)域的不足，解救了受難中的美國民眾。
[Abstract]:After the outbreak of the first World War, according to the provisions of the American Red Cross Charter, the Red Cross immediately assumed the rescue responsibility entrusted by the United States government, and formed a wartime leadership mechanism with the war committee as the core. In order to better serve the American troops at home and abroad and the nationals of the United States rear, the Red Cross has rapidly expanded its organization and recruited a large number of volunteers. In addition to the soldiers on the front line, the Red Cross has played an important role in the rear, creating a series of new relief services that cover many areas of American wartime care, public health and disease prevention. It made up for the shortage of American government's public service in wartime and saved the American people in distress.
