【摘要】：羅馬帝國(guó)早期,奧古斯都及其繼任者在沿用共和國(guó)官制的同時(shí),創(chuàng)建了隸屬于元首的官僚體系,由此形成了共和官職與元首官僚機(jī)構(gòu)雙軌并行的行政體制。當(dāng)然,二者的發(fā)展并不是平行的。傳統(tǒng)官職雖然繼續(xù)發(fā)揮行政效能,但隨著元首行政官員——城市執(zhí)政官、近衛(wèi)軍長(zhǎng)官、糧務(wù)官和宵禁官、行政委員會(huì)及元首秘書(shū)處的出現(xiàn),它們的職權(quán)受到不同程度的削弱,其重要性發(fā)生轉(zhuǎn)移。隨著元首制向君主制的過(guò)渡,到公元3世紀(jì),共和官職的權(quán)限基本上被剝奪殆盡,而元首官僚機(jī)構(gòu)發(fā)展為帝國(guó)的主要行政管理組織。
[Abstract]:In the early Roman Empire, Augustus and his successor established the bureaucracy under the head of state while following the official system of the Republic, thus forming a two-track administrative system of the Republican official and the head of state bureaucracy. Of course, the development of the two is not parallel. Although traditional official posts continue to play an administrative role, their functions and powers have been weakened to varying degrees with the emergence of the heads of state administrators-the city consul, the guards, the food and curfew officials, the executive council and the head of state secretariat. Its importance has shifted. With the transition from the head of state to the monarchy, by the third century AD, the authority of the republic was basically stripped, and the head of state bureaucracy developed into the chief administrative organization of the empire.
