【摘要】：農(nóng)村基層組織對一國農(nóng)村和農(nóng)業(yè)的發(fā)展起著重要的作用。近代日本資本主義經(jīng)濟(jì)的發(fā)展是建立在農(nóng)村經(jīng)濟(jì)穩(wěn)定發(fā)展基礎(chǔ)之上的。有的學(xué)者甚至提出日本的工業(yè)化是靠剝削農(nóng)業(yè)而開始資本原始積累的。而日本農(nóng)業(yè)生產(chǎn)和農(nóng)村經(jīng)濟(jì)之所以直到今天仍能比較穩(wěn)定、持續(xù)發(fā)展,農(nóng)村基層組織的創(chuàng)新是一個重要前提。本文從地方自治與町村會、農(nóng)業(yè)生產(chǎn)的改良組織—農(nóng)會、農(nóng)村商品經(jīng)濟(jì)的協(xié)調(diào)組織—產(chǎn)業(yè)組合三方面對近代日本農(nóng)村基層組織的創(chuàng)新問題進(jìn)行了探討,對作為地方自治組織核心的町村會,農(nóng)業(yè)生產(chǎn)的改良組織—農(nóng)會以及農(nóng)村商品經(jīng)濟(jì)的協(xié)調(diào)組織—產(chǎn)業(yè)組合的產(chǎn)生、發(fā)展、宗旨、組織結(jié)構(gòu)及職能等方面進(jìn)行系統(tǒng)詳細(xì)的分析。并思考了其對我國新農(nóng)村組織建設(shè)可借鑒之處：我國新農(nóng)村組織建設(shè)應(yīng)從村政、農(nóng)業(yè)生產(chǎn)和農(nóng)村市場經(jīng)濟(jì)等方面全面發(fā)展,構(gòu)建完善的組織體系。其次,農(nóng)村組織的職能也應(yīng)從物質(zhì)和精神兩方面全面發(fā)展,并得到充分發(fā)揮。對農(nóng)村組織的監(jiān)督和規(guī)范應(yīng)從法制和道德兩方面雙管齊下。
[Abstract]:Rural grassroots organizations play an important role in the development of a country's countryside and agriculture. The development of modern Japanese capitalist economy is based on the stable development of rural economy. Some scholars even pointed out that Japan's industrialization began to accumulate by exploiting agriculture. However, the innovation of rural grassroots organizations is an important prerequisite for the stable and sustainable development of agricultural production and rural economy in Japan. This paper discusses the innovation of rural grass-roots organizations in modern Japan from three aspects: local autonomy and Machimura association, agricultural production improvement organization-farmers association, coordination organization of rural commodity economy and industrial combination. This paper makes a systematic and detailed analysis on the production, development, tenet, organizational structure and functions of the local autonomous organization, the improved organization of agricultural production and the coordination organization of the rural commodity economy, which are the core of the local autonomous organization, as well as the coordinated organization of the rural commodity economy. The paper also thinks about what it can use for reference in the construction of new rural organizations in our country: the construction of new rural organizations in our country should develop in an all-round way from the aspects of village politics, agricultural production and rural market economy, and construct a perfect organizational system. Secondly, the functions of rural organizations should be developed in both material and spiritual aspects. Supervision and regulation of rural organizations should be carried out in both legal and moral aspects.
