尼克松政府就業(yè)培訓(xùn)政策研究

【摘要】: 本文為以尼克松政府的就業(yè)培訓(xùn)政策為研究對(duì)象,從尼克松政府所處時(shí)代背景、政策的提出、實(shí)施及特點(diǎn)等方面,分析尼克松政府就業(yè)培訓(xùn)政策的內(nèi)容、效果,探究影響其就業(yè)培訓(xùn)政策實(shí)施成效的原因,力爭(zhēng)對(duì)尼克松政府就業(yè)培訓(xùn)政策做出全面客觀的評(píng)價(jià)。 引言部分主要介紹中美學(xué)術(shù)界對(duì)尼克松政府就業(yè)培訓(xùn)政策的研究成果和現(xiàn)狀,以及存在的問(wèn)題和不足,確定本文所要切入的角度以及要著重解決的問(wèn)題,同時(shí)簡(jiǎn)要介紹本文的寫作意義。 正文分三個(gè)部分: 第一部分從尼克松政府所處的時(shí)代背景和原有就業(yè)培訓(xùn)政策存在的問(wèn)題兩方面入手,探討尼克松政府就業(yè)培訓(xùn)政策出臺(tái)的原因。 第二部分通過(guò)對(duì)尼克松就業(yè)培訓(xùn)政策實(shí)施過(guò)程和內(nèi)容的研究,總結(jié)尼克松任期內(nèi)對(duì)原有就業(yè)培訓(xùn)政策的調(diào)整,與原有政策相比體現(xiàn)出新的特點(diǎn),歸納尼克松就業(yè)培訓(xùn)實(shí)施過(guò)程中各機(jī)構(gòu)的關(guān)系。 第三部分從積極影響和政策實(shí)際實(shí)施過(guò)程中的局限性兩個(gè)方面,來(lái)分析尼克松就業(yè)培訓(xùn)的實(shí)際效用。 結(jié)語(yǔ)部分在總結(jié)全文的基礎(chǔ)上,指出對(duì)尼克松政府就業(yè)培訓(xùn)的研究要結(jié)合其所處的歷史背景,從實(shí)際出發(fā)給出客觀、全面的評(píng)價(jià),把其就業(yè)培訓(xùn)政策的實(shí)際效用和理論價(jià)值相結(jié)合,來(lái)認(rèn)識(shí)尼克松政府的就業(yè)培訓(xùn)政策。
[Abstract]:This article takes the employment training policy of the Nixon administration as the research object, analyzes the content and effect of the Nixon administration's employment training policy from the aspects of the background of the era, the proposal, the implementation and the characteristics of the policy, etc. This paper explores the reasons that affect the effect of the employment training policy, and tries to make a comprehensive and objective evaluation of the Nixon Administration's employment training policy. The introduction mainly introduces the research results and current situation of the Nixon Administration's employment training policy in the academic circles of China and the United States, as well as the existing problems and deficiencies, and determines the angle of this article and the problems to be solved emphatically. At the same time, this paper briefly introduces the significance of writing. The text is divided into three parts: the first part discusses the reasons of Nixon Administration's employment training policy from two aspects: the background of the Nixon administration and the problems existing in the original employment training policy. In the second part, by studying the process and content of Nixon's employment training policy, the author summarizes the adjustment of Nixon's employment training policy during his term of office, and shows new characteristics compared with the original policy. Summarize the relationship between various institutions in the process of Nixon's employment training. The third part analyzes the practical utility of Nixon's employment training from two aspects: positive influence and limitation in the process of practical implementation of policy. In the conclusion part, on the basis of summarizing the full text, the author points out that the research on the Nixon Administration's employment training should combine its historical background and give an objective and comprehensive evaluation from the reality. Combining the practical effect and theoretical value of the employment training policy, we can understand the Nixon Administration's employment training policy.
