【摘要】：英國是第一個成功完成農(nóng)業(yè)現(xiàn)代化轉(zhuǎn)型的國家,其傳統(tǒng)的敞田村社在近現(xiàn)代的土地流轉(zhuǎn)操作中,以圈地的形式比較好地解決了農(nóng)地資源的市場化配置。尤其在議會圈地形式下的土地流轉(zhuǎn)公共決策,既讓各種土地利益相關(guān)者有序地進(jìn)行了民主參與決策,同時兼顧了村莊社群的公共利益,還增強(qiáng)了公權(quán)力(議會)的權(quán)威,保障了農(nóng)村社會的穩(wěn)定發(fā)展。這對我國當(dāng)前汲取發(fā)達(dá)國家的現(xiàn)代化經(jīng)驗以構(gòu)建完善的土地流轉(zhuǎn)機(jī)制富有啟示意義。
[Abstract]:Britain is the first country to successfully complete the transformation of agricultural modernization, its traditional open field village community in the modern land transfer operation, in the form of land better to solve the market allocation of agricultural land resources. Especially in the form of parliamentary enclosure, the public decision-making on land circulation not only enables various land stakeholders to participate in the decision-making process in an orderly manner, but also takes into account the public interests of the village community and strengthens the authority of the public power (Parliament). Has guaranteed the stable development of the rural society. It is instructive for our country to absorb the modern experience of the developed countries in order to construct the perfect land circulation mechanism.
