【摘要】：19世紀(jì)末20世紀(jì)初的美國處在社會轉(zhuǎn)型時期,在工業(yè)化迅猛推進(jìn)的過程中,勞工作為一個弱勢群體存在于美國社會。進(jìn)入20世紀(jì)前期,圍繞勞工群體而出現(xiàn)的勞工權(quán)益問題格外引人注目。所以,針對20世紀(jì)前期勞工權(quán)益問題凸顯的現(xiàn)實,這一時期的幾屆美國政府(本文主要以西奧多·羅斯福政府、威爾遜政府、胡佛政府和富蘭克林·羅斯福政府為例)通過出臺一系列勞工政策,最終在富蘭克林·羅斯福政府時使勞工權(quán)益得到了進(jìn)一步的保障。 全文共分四個部分論述20世紀(jì)前期美國的勞工權(quán)益保障問題。第一章是全文的鋪墊,主要交代了19世紀(jì)末的美國社會與勞工階層；第二章以西奧多·羅斯福和威爾遜政府的勞工政策為基點,主要分析了一戰(zhàn)前后美國勞工權(quán)益的初步保障和存在的問題；第三章以“大蕭條”和“新政”為時間點,通過分析“大蕭條”時胡佛政府勞工政策的前后變化和“新政”時富蘭克林·羅斯福政府推出的一系列有利于勞工權(quán)益保障的政策,闡述了勞工權(quán)益在這一時期的進(jìn)一步保障和其中存在的問題；第四章則從“對勞工權(quán)益保障的審視”、“對勞工維權(quán)行動的思考”、“對勞工權(quán)益問題的再思考”三個方面對20世紀(jì)前期美國勞工權(quán)益問題作了認(rèn)識總結(jié)。最后是結(jié)語部分。
[Abstract]:At the end of the 19th century and the beginning of the 20th century, the United States was in a period of social transformation. In the process of rapid industrialization, labor, as a weak group, existed in American society. In the early 20 ~ (th) century, the problem of labor rights and interests around labor groups is particularly noticeable. Therefore, in view of the prominent reality of labor rights and interests in the early 20th century, several American governments in this period (this paper mainly refers to Theodore Roosevelt Administration, Wilson Administration, The Hoover Administration and Franklin Roosevelt Administration for example) through the introduction of a series of labor policies, finally the Franklin Roosevelt administration labor rights and interests were further protected. This paper is divided into four parts to discuss the protection of labor rights and interests in America in the early 20th century. The first chapter is the foreshadowing of the full text, which mainly explains the American society and the working class in the late 19th century. The second chapter is based on the labor policy of Theodore Roosevelt and Wilson administration. It mainly analyzes the primary protection and existing problems of American labor rights before and after the first World War. The third chapter takes the Great Depression and the New deal as the time points. By analyzing the changes in the labor policies of the Hoover administration during the Great Depression and the policies put forward by the Franklin Roosevelt Administration during the New deal, This paper expounds the further protection of the labor rights and interests in this period and the problems existing therein. The fourth chapter discusses the protection of the labor rights and interests, and the reflection on the action of labor rights and interests. Three aspects of the rethinking of labor rights and interests have summarized the problems of American labor rights and interests in the early 20 ~ (th) century. The last part is the conclusion.
