TVA的早期發(fā)展與美國田納西流域的開發(fā)（1933—1953年）

【摘要】： 本文從歷史視角入手,考察了1933年到1953年間TVA對美國田納西流域的治理歷程,從中探索出早期TVA在流域治理時所遵循的理念及其所扮演的角色,進而對二十世紀三四十年代田納西流域的發(fā)展以及美國政府干預(yù)思想有深刻的認識。 本文的基本框架如下: 緒論部分交代了本文的寫作緣起,并對國內(nèi)外學(xué)界對早期TVA所作的研究進行了歸納,同時在現(xiàn)有研究成果的基礎(chǔ)上提出了自己的寫作思路。此外,還對TVA設(shè)立的背景情況作了簡要介紹。第一章和第二章是本文的重點,筆者根據(jù)TVA法案的要求以及TVA的實際運作,將其對田納西流域的治理分成了兩部分:其一是以基礎(chǔ)性建設(shè)為核心的防洪、航運、發(fā)電事業(yè);其二是以流域民生為重的農(nóng)林業(yè)、城鎮(zhèn)規(guī)劃和醫(yī)療衛(wèi)生。第三章是對TVA運作所做出的進一步思考,從電力普及和化肥分配使用這兩個角度探討了TVA運作所體現(xiàn)出的合作理念。第四章分析了1933年到1953年間田納西流域的發(fā)展,并對TVA的歷史功績以及教訓(xùn)進行了總結(jié)。結(jié)語部分闡述了TVA所體現(xiàn)出的政府干預(yù)思想,并提出了對田納西流域成功治理的一些思考。
[Abstract]:From the perspective of history, this paper examines the course of TVA's governance of the Tennessee Valley of the United States from 1933 to 1953, and explores the ideas followed and the role played by TVA in the early period of watershed management. Furthermore, it has a profound understanding of the development of Tennessee Valley in the 1930s and 1940s and the idea of American government intervention. The basic framework of this paper is as follows: the introduction explains the origin of the writing of this paper and summarizes the research on early TVA made by scholars both at home and abroad. At the same time it puts forward its own writing ideas on the basis of the existing research results. In addition, the background of the establishment of TVA is briefly introduced. The first and second chapters are the emphases of this paper. According to the requirements of TVA Act and the actual operation of TVA, the author divides the Tennessee watershed governance into two parts: one is flood control, shipping and power generation with the core of basic construction; The second is agricultural forestry, town planning and health care. The third chapter is about the further thinking about the operation of TVA, and discusses the cooperative idea embodied in the operation of TVA from the perspectives of popularization of electric power and distribution of chemical fertilizer. Chapter four analyzes the development of Tennessee Valley from 1933 to 1953, and summarizes the historical achievements and lessons of TVA. The conclusion part expounds the government intervention thought embodied by TVA, and puts forward some thoughts on the successful management of Tennessee basin.
