【摘要】： 蘇聯(lián)官制形成于列寧時期,并有其深刻的淵源。列寧結合國情,開始了自己對未來國家官制的設想和具有俄國特色的社會主義官制的實施。同時,列寧也看到蘇聯(lián)官制運行中的種種弊端,又進行一系列的措施反對官僚主義。因他的早逝,對蘇聯(lián)官制的探索也隨之結束了。 斯大林對列寧的官制探索既有繼承,也有異化。斯大林時期,官僚等級名錄制創(chuàng)立了高度集中的干部任命制度。斯大林成為黨的總書記,進而運用這種職務,將黨政軍大權于一身,成為一個為所欲為的最高官。戰(zhàn)爭時期,斯大林建立了高度集中的戰(zhàn)時官制。戰(zhàn)后,國家管理機關再次改組,“官僚特權階層”擴大化,蘇聯(lián)金字塔型的官制最后僵化起來。 列寧和斯大林時期的官制具有雙重作用,對后期蘇聯(lián)的官制產生重大的影響。評析列寧和斯大林時期的官制,不僅有利于總結蘇聯(lián)時期整體官制的經驗教訓,而且對我國社會主義政治體制的改革,執(zhí)政黨的建設來說也是一個重要的借鑒。
[Abstract]:Soviet official system was formed in Lenin period, and has its profound origin. Lenin, in combination with the national conditions, began his vision of the future state official system and the implementation of the socialist official system with Russian characteristics. At the same time, Lenin also saw the shortcomings in the operation of the Soviet government system, and carried out a series of measures against bureaucracy. Because of his early death, the exploration of Soviet officialdom ended. Stalin's exploration of Lenin's official system both inherited and alienated. During Stalin's time, bureaucratic caste recording created a highly centralized cadre appointment system. Stalin became the general secretary of the party, and then used this position to make the party, government, and army a supreme official. During the war, Stalin established a highly centralized wartime bureaucracy. After the war, the state administration was reorganized, the "bureaucratic privileged class" was expanded, and the Soviet pyramid-style official system finally became rigid. The official system of Lenin and Stalin played a dual role and had a great influence on the late Soviet government system. To evaluate the official system of Lenin and Stalin is not only conducive to summing up the experience and lessons of the whole official system during the Soviet period, but also an important reference for the reform of our socialist political system and the construction of the ruling party.
