【摘要】：摘要：1965年出臺(tái)的“雙M”醫(yī)療保險(xiǎn)計(jì)劃——醫(yī)療照顧計(jì)劃（Medicare）與醫(yī)療援助計(jì)劃（Medicaid），是迄今為止美國(guó)最大的公共醫(yī)療保險(xiǎn)計(jì)劃。本文首先從20世紀(jì)30年代開(kāi)始，對(duì)“雙M”醫(yī)療保險(xiǎn)計(jì)劃產(chǎn)生之前，美國(guó)的醫(yī)療保險(xiǎn)體系發(fā)展概況進(jìn)行了回顧。在此基礎(chǔ)上，，重點(diǎn)分析20世紀(jì)60年代促成“雙M”醫(yī)療保險(xiǎn)計(jì)劃出臺(tái)的歷史條件，并介紹“雙M”計(jì)劃的主要內(nèi)容。最后，分析評(píng)價(jià)“雙M”計(jì)劃對(duì)公民健康公平和醫(yī)療保險(xiǎn)市場(chǎng)產(chǎn)生的積極影響，以及在費(fèi)用控制和實(shí)施環(huán)節(jié)中出現(xiàn)的問(wèn)題。本文通過(guò)對(duì)“雙M”醫(yī)療保險(xiǎn)計(jì)劃的評(píng)析，加深了對(duì)美國(guó)公共醫(yī)療保險(xiǎn)制度與時(shí)俱進(jìn)、自我完善的特征的理解。以期能為當(dāng)前我國(guó)深化醫(yī)療制度改革借鑒美國(guó)的改革經(jīng)驗(yàn)，拓寬改革思路提供參考。
[Abstract]:Abstract: the "double M" Medical Insurance Plan (Medicare) and the Medical Assistance Program (Medicaid), which was introduced in 1965, is the largest public health insurance plan in the United States. Starting from the 1930s, this paper reviews the development of the American medical insurance system before the birth of the "double M" medical insurance plan. On the basis of this, the paper analyzes the historical conditions of the "double M" medical insurance plan in the 1960s, and introduces the main contents of the "double M" plan. Finally, this paper analyzes and evaluates the positive impact of "double M" plan on citizen health equity and medical insurance market, as well as the problems in the process of cost control and implementation. Based on the analysis of the "double M" medical insurance plan, this paper makes a deeper understanding of the characteristics of the American public health insurance system that keeps pace with the times and improves itself. The aim is to provide reference for our country to deepen the reform of medical system and draw lessons from the reform experience of the United States and broaden the train of thought of reform.
