【摘要】： 1983年霍克為首的工黨政府執(zhí)政后澳亞關(guān)系日益成為澳大利亞外交政策的重大課題�；艨苏�(1983-1991)以及基廷政府(1991-1996)都不遺余力地推進(jìn)澳大利亞與亞洲的融合,將澳亞關(guān)系放在外交政策的首要位置。爾后的霍華德政府(1996-2007)實(shí)行“亞洲第一、但不是唯一”的方針,在融入亞洲方面有所放緩、保留、甚至倒退。2007年11月26日,陸克文為首的工黨擊敗霍華德領(lǐng)導(dǎo)的聯(lián)合政黨,贏得大選勝利,這引起了學(xué)界對(duì)工黨的重新關(guān)注。2008年6月4日,陸克文總理在亞洲協(xié)會(huì)會(huì)議上承諾更大范圍的澳亞融合,并提出“亞太共同體”的構(gòu)想,對(duì)此各界反應(yīng)不一。顯然,陸克文工黨政府的亞洲政策是霍克、基廷工黨政府亞洲政策的延續(xù)和發(fā)展,因此,研究霍克、基廷時(shí)期工黨的亞洲政策對(duì)理解、預(yù)測(cè)陸克文政府的亞洲戰(zhàn)略具有一定意義。 本文從一個(gè)新的角度出發(fā),結(jié)合國(guó)際關(guān)系與政黨政治,著力于分析在不斷演化的地緣政治背景下,澳大利亞工黨,特別是霍克和基廷工黨政府如何形成和發(fā)展融入亞洲政策,將澳大利亞逐步推向亞洲。木文通過(guò)闡述和比較霍克、基廷政府時(shí)期的亞洲政策,再根據(jù)工黨外交政策的傳統(tǒng),分析并預(yù)測(cè)了陸克文工黨政府的亞洲戰(zhàn)略。
[Abstract]:Australia-Asia relations became an important issue in Australia's foreign policy after the Labor Party government led by Hawk in 1983. The Hawk Government (1983-1991) and the Keating Government (1991-1996) have spared no effort to promote the integration of Australia and Asia and put Australia-Asia relations at the forefront of foreign policy. Then the Howard administration (1996-2007) adopted the "Asia first, but not the only" approach, slowing, retaining, or even regressing its integration into Asia. On November 26, 2007, Rudd led the Labour Party to defeat Howard's coalition party. Winning the election drew renewed attention from academics to the Labor Party. On June 4, 2008, Prime Minister Kevin Rudd promised greater Australian and Asian integration and put forward the idea of an "Asia-Pacific Community" at a meeting of the Asian Association on June 4, 2008, which received mixed reactions. Obviously, the Asian policy of the Rudd Labor Party government is the continuation and development of the Asian policy of Hawk, Keating Labor Party. Therefore, the understanding of the Asian policy of the Labor Party during the Keating period is studied. It is meaningful to predict Rudd government's Asian strategy. From a new point of view, combining international relations with party politics, this paper tries to analyze how the Australian Labor Party, especially Hawk and Keating Labour governments, form and develop their integration into Asian policy under the evolving geopolitical background. Push Australia towards Asia. By elaborating and comparing the Asian policies of Hawk and Keating, and according to the tradition of the Labor Party's foreign policy, the paper analyzes and predicts Rudd's Asian strategy.
