【摘要】：從COD和氨氮的排放量判斷,畜禽養(yǎng)殖業(yè)已經(jīng)成為我國(guó)重要的水體環(huán)境污染源;但畜禽廢棄物可再利用的資源經(jīng)濟(jì)屬性,決定著其處理方式有別于工業(yè)污染源。文章首先界定畜禽養(yǎng)殖業(yè)生態(tài)補(bǔ)償?shù)膬?nèi)涵和提出這一問題的背景;其次,以煙臺(tái)市畜禽養(yǎng)殖業(yè)實(shí)地調(diào)查為基礎(chǔ),按照政府手段和市場(chǎng)手段的邏輯,分析畜禽養(yǎng)殖業(yè)生態(tài)補(bǔ)償?shù)淖龇ㄅc挑戰(zhàn),具體是:(1)煙臺(tái)市的政府手段為:畜禽養(yǎng)殖場(chǎng)生態(tài)拆遷的補(bǔ)償和畜禽廢棄物處理和資源化機(jī)制創(chuàng)新的補(bǔ)貼;(2)煙臺(tái)市的市場(chǎng)手段通過(guò)大型養(yǎng)殖企業(yè)而實(shí)現(xiàn),包括工藝之間的補(bǔ)償、產(chǎn)品之間的補(bǔ)償和車間(養(yǎng)殖場(chǎng)與處理廠)之間的補(bǔ)償;最后,針對(duì)煙臺(tái)案例,提出完善畜禽養(yǎng)殖業(yè)廢棄物資源化的生態(tài)補(bǔ)償?shù)恼呓ㄗh。
[Abstract]:Judging from the emissions of COD and ammonia nitrogen, livestock and poultry breeding has become an important pollution source of water environment in China, but the economic attribute of resources that can be reused of livestock and poultry waste determines that its treatment mode is different from that of industrial pollution sources. This paper first defines the connotation of ecological compensation for livestock and poultry breeding and puts forward the background of this problem. Secondly, based on the field investigation of livestock and poultry breeding industry in Yantai City, according to the logic of government means and market means, this paper analyzes the practices and challenges of ecological compensation for livestock and poultry breeding industry, which are as follows: (1) the government means in Yantai City are: compensation for ecological demolition of livestock and poultry farms and subsidies for innovation of livestock and poultry waste disposal and resource utilization mechanism; (2) the market means of Yantai City are realized through large aquaculture enterprises, including the compensation between processes, the compensation between products and the compensation between workshops (farms and treatment plants). Finally, in view of the Yantai case, this paper puts forward some policy suggestions to improve the ecological compensation for the resource utilization of livestock and poultry waste.
