美國統(tǒng)治菲律賓時(shí)期的公共衛(wèi)生教育政策及實(shí)踐研究

【摘要】:公共衛(wèi)生教育是美國內(nèi)戰(zhàn)后進(jìn)步主義改革的重要內(nèi)容,連同洛克菲勒基金會初步開展的國際衛(wèi)生治理活動,共同為美國成功實(shí)現(xiàn)國內(nèi)公共衛(wèi)生知識向殖民地菲律賓的轉(zhuǎn)移積累了實(shí)踐經(jīng)驗(yàn)。美國在占領(lǐng)菲律賓后,瘟疫、水源等公共衛(wèi)生問題成為美國立足菲律賓面臨最棘手的難題,于是這項(xiàng)國際衛(wèi)生事務(wù)首先在美國衛(wèi)生官員、醫(yī)生和科學(xué)家的帶領(lǐng)下在殖民地得到試驗(yàn)。美國最初開展的衛(wèi)生防疫在取得成效的同時(shí)也遭到當(dāng)?shù)厝说姆纯?美國衛(wèi)生官員反思之后決定在第二階段對菲律賓人民大力展開公共衛(wèi)生教育活動,徹底改變當(dāng)?shù)厝说摹坝廾僚c無知”。這項(xiàng)受到美國進(jìn)步主義時(shí)期城市公共衛(wèi)生教育影響的事業(yè)先在菲律賓學(xué)校以學(xué)生為主體展開,之后轉(zhuǎn)向面對公眾進(jìn)行衛(wèi)生知識宣傳活動。公共衛(wèi)生教育政策既是美國文明教化菲律賓使命的一部分,也受到美國“菲化”政策的影響。它使菲律賓民眾萌發(fā)了公共衛(wèi)生意識,成為菲律賓衛(wèi)生事業(yè)發(fā)展的源頭,經(jīng)過專業(yè)培養(yǎng)的大批本地醫(yī)護(hù)人員又是這項(xiàng)事業(yè)得以持續(xù)的動力。這場衛(wèi)生教育運(yùn)動實(shí)質(zhì)上是在美國醫(yī)學(xué)科學(xué)家、衛(wèi)生專家和政府官員的合力作用下對殖民地開展的一項(xiàng)具有“技術(shù)殖民形態(tài)”的殖民衛(wèi)生活動,其實(shí)質(zhì)也是不斷調(diào)整、適應(yīng)殖民地傳統(tǒng)文化與生活習(xí)慣的過程。更深遠(yuǎn)的意義是凸顯了在美國初登世界舞臺時(shí)所塑造的國際衛(wèi)生文明形象,也為美國后來參與和領(lǐng)導(dǎo)全球衛(wèi)生治理積累了經(jīng)驗(yàn)。
[Abstract]:Public health education is an important part of the progressive reform after the American Civil War, together with the initial international health governance activities carried out by the Rockefeller Foundation. Together, it has accumulated practical experience for the successful transfer of public health knowledge from the United States to the colonial Philippines. After the United States occupied the Philippines, plague, water and other public health issues became the thorniest problems facing the United States to establish itself in the Philippines. Therefore, this international health affair was first held by US health officials. Doctors and scientists led the experiment in the colony. The initial health and epidemic prevention efforts in the United States were also met with resistance from local people. After reflection, US health officials decided to vigorously launch public health education activities for the people of the Philippines in the second phase. Completely change the "ignorance and ignorance" of the local people. The cause affected by urban public health education during the progressive period of the United States was first carried out in Philippine schools with students as the main body, and then turned to the public for health knowledge publicity activities. Public health education policy is not only part of the Philippine mission of American civilization, but also influenced by American "Philippine" policy. It has made the Philippine people have a public health consciousness and become the source of the development of Philippine health care. A large number of local health care personnel trained professionally are the driving force of this cause. This health education campaign is essentially a colonial health activity with a "technological colonization" pattern carried out by the United States medical scientists, health experts and government officials, and its essence is constantly adjusting. The process of adapting to the traditional culture and habits of the colonies. The more profound significance is to highlight the image of international health civilization created when the United States first appeared on the world stage, and also to accumulate experience for the United States to participate in and lead global health governance later.
