【摘要】：在獨立戰(zhàn)爭以及內(nèi)戰(zhàn)時期,安哥拉政府對外政策始終圍繞著軍事和安全領(lǐng)域。獨立后安哥拉繼續(xù)保持與其傳統(tǒng)盟友緊密關(guān)系的同時,其對外政策的制訂開始更多的反映其國家現(xiàn)實的需要。安哥拉目前國家工作的重心是經(jīng)濟發(fā)展,對于經(jīng)濟利益的訴求更明顯的體現(xiàn)在其對外政策和對外交往活動中。因此對俄羅斯和巴西等國家的外交政策,安哥拉開始以一種新的視角看待雙方合作。 近年來隨著自身的發(fā)展,巴西以拉美地區(qū)大國和一種被稱作“中間力量”的形象出現(xiàn)在國際社會中。巴西的外交政策旨在提升自身國際地位,其中最直接的體現(xiàn)就是巴西一直謀求安理會常任理事國的席位。為了開拓國際市場同時獲取政治上的支持,巴西把越來越多的目光投向廣袤的非洲大陸。 由于介紹安哥拉和巴西進行經(jīng)貿(mào)合作的文章還很少,而且大多數(shù)文章只是籠統(tǒng)的介紹雙方的合作,因此本文希望通過對安哥拉和巴西經(jīng)貿(mào)合作的系統(tǒng)分析,以安哥拉和巴西的成功合作為參照物,為中國的對非政策提供經(jīng)驗和借鑒。本文的主體為三部分,分別為安哥拉內(nèi)戰(zhàn)結(jié)束前與巴西政治合作進程、戰(zhàn)后安哥拉經(jīng)濟政策走向、內(nèi)戰(zhàn)結(jié)束后安哥拉與巴西經(jīng)貿(mào)合作。 以下為這三部分的簡要介紹：首先,安哥拉內(nèi)戰(zhàn)結(jié)束前與巴西政治合作進程分成三個小節(jié),分別是葡萄牙殖民統(tǒng)治時期安哥拉與巴西的聯(lián)系、安哥拉獨立過程中巴西對安哥拉的支持、安哥拉內(nèi)戰(zhàn)時期雙方經(jīng)貿(mào)往來。在這一章中,主要簡單交代了兩國合作的背景,從時間順序上對雙方的歷史淵源和政治合作進行簡要的介紹。其次是戰(zhàn)后安哥拉經(jīng)濟政策走向,在這一部分內(nèi)容中,主要介紹安哥拉戰(zhàn)后經(jīng)濟政策特別是吸引投資政策的改變。通過借鑒國內(nèi)外學者相關(guān)的研究成果以及對安哥拉政府文件的轉(zhuǎn)述,對安哥拉政策的變化進行梳理。第三部分為內(nèi)戰(zhàn)結(jié)束后安哥拉與巴西經(jīng)貿(mào)合作,這一部分為論文的核心部分,分為符合雙方合作的雙邊政策和兩國間間貿(mào)易合作投資兩小節(jié)。在這一章中,具體詳細的介紹雙方經(jīng)貿(mào)合作的方方面面,包括貿(mào)易、投資以及人文社會合作等。主要以世界貿(mào)易組織、國際貨幣基金組織、世界銀行以及兩國政府發(fā)布的經(jīng)濟數(shù)據(jù)作為理論研究的支撐,遇過大量的圖表進行直觀的描述。 論文的最后對全篇內(nèi)容進行總結(jié),并根據(jù)研究對研究內(nèi)容的把握提出自己的理解和觀點。
[Abstract]:During the War of Independence and the Civil War, the Angolan government's foreign policy revolved around military and security. While Angola has maintained close ties with its traditional allies since independence, its foreign policy has begun to reflect more of its national realities. At present, the focus of Angola's national work is economic development, and the demand for economic interests is more evident in its foreign policy and foreign exchange activities. So Angola is beginning to look at cooperation in a new light on the foreign policy of countries such as Russia and Brazil. In recent years, with its own development, Brazil appears in the international community as a big country in Latin America and a kind of "middle force". Brazil's foreign policy aims to elevate its international standing, most directly reflected in Brazil's ongoing search for a permanent seat on the Security Council. In an effort to tap international markets and gain political support, Brazil is increasingly looking to the vast African continent. Since there are few articles on economic and trade cooperation between Angola and Brazil, and most of the articles only introduce the cooperation between the two sides in general, this paper hopes to make a systematic analysis of the economic and trade cooperation between Angola and Brazil. The successful cooperation between Angola and Brazil is a reference for China's African policy. The main body of this paper consists of three parts: the process of political cooperation with Brazil before the end of the civil war, the trend of economic policy in Angola after the end of the civil war, and the economic and trade cooperation between Angola and Brazil after the end of the civil war. First of all, the process of political cooperation with Brazil before the end of the Angolan civil war was divided into three subsections, namely, the links between Angola and Brazil during the period of Portuguese colonial rule. Brazil's support for Angola during its independence, economic and trade exchanges during Angola's civil war. In this chapter, the background of the cooperation between the two countries is briefly explained, and the historical origin and political cooperation of the two countries are briefly introduced in chronological order. The second is the trend of economic policy in Angola after the war. In this part, it mainly introduces the change of economic policy, especially the policy of attracting investment. By referring to the relevant research results of scholars at home and abroad and reporting the Angolan government documents, this paper combs the changes of Angolan policy. The third part is the economic and trade cooperation between Angola and Brazil after the end of the civil war. This part is the core part of the paper, which is divided into two sections: bilateral policy in line with bilateral cooperation and trade cooperation and investment between the two countries. In this chapter, the details of bilateral economic and trade cooperation aspects, including trade, investment and humanities and social cooperation. The economic data released by the World Trade Organization, the International Monetary Fund, the World Bank and the governments of the two countries are used as theoretical support, and a large number of charts have been used to describe them intuitively. At the end of the thesis, the author summarizes the whole content and puts forward his own understanding and viewpoint according to the study.
