【摘要】：貨幣治理伴隨著貨幣制度的形成而出現(xiàn)。中世紀(jì)英國(guó)貨幣治理問(wèn)題是由自然磨損、削剪、偽造、私運(yùn)貨幣和貴金屬外流等現(xiàn)象所引起。鑒于此,英王頒布法令嚴(yán)懲貨幣流通中的違法行為,并派人搜查主要港口和市場(chǎng)上的商旅以抵制劣幣的流入和使用、嚴(yán)禁匯票的使用以防本土貨幣的外流、大規(guī)模重鑄貨幣以改善貨幣流通。上述治理舉措體現(xiàn)了英王貨幣政策的主要特征,即控制貨幣的鑄造和發(fā)行、肅清流通中的國(guó)外劣質(zhì)貨幣、保持貨幣的高標(biāo)準(zhǔn)、反對(duì)國(guó)內(nèi)貴金屬的輸出。中世紀(jì)英王貨幣治理的舉措及其成功經(jīng)驗(yàn),如高度控制鑄幣權(quán)和貨幣價(jià)值,對(duì)當(dāng)代中國(guó)的貨幣管制具有十分重要的借鑒意義。
[Abstract]:Monetary governance appears with the formation of monetary system. The problem of British monetary governance in the Middle Ages was caused by natural wear, shearing, forgery, and the outflow of money and precious metals. In view of this, the King of England issued a decree to severely punish illegal acts in the circulation of money, and sent people to search major ports and markets to resist the inflow and use of bad currency, and prohibited the use of bills of exchange to prevent the outflow of local currency. Large-scale redenomination of money to improve currency circulation. The above measures reflect the main characteristics of the British monetary-policy, that is, controlling the casting and issuing of money, eliminating the inferior foreign currency in circulation, maintaining the high standard of currency and opposing the export of domestic precious metals. The measures and successful experiences of the Middle Ages King's monetary governance, such as the high control of the seigniorage and the monetary value, are of great significance to the monetary control in contemporary China.
