【摘要】：本文以舊金山的華僑華人為切入點,論述19世紀中期到20世紀中期他們爭取醫(yī)療平等權(quán)利的斗爭。受19世紀70年代以來美國愈演愈烈的排華運動的影響,舊金山作為華僑華人聚居的第一大城市,排華運動走的更遠,醫(yī)療領域的排華便是一個例證。法律上舊金山政府在征收華僑華人醫(yī)療稅的情況下,卻不允許華僑華人進入市立縣立醫(yī)院就醫(yī)；19世紀后期舊金山市立縣立醫(yī)院和濟貧院準許華僑入住的人數(shù)更是微乎其微；1875-1876年發(fā)生在舊金山的天花,1900年腺鼠疫事件,則是醫(yī)療排華的具體表現(xiàn)。 華僑在醫(yī)療領域之所以受到排斥,除了美國社會大的排華背景外,還包括舊金山政府和華僑自身兩方面的原因。由于舊金山政府對華僑傳統(tǒng)就醫(yī)方式中醫(yī)藥的偏見、歧視和對他們實行醫(yī)療隔離政策,使得華僑在醫(yī)療領域未受到公平待遇。而華僑自身居住環(huán)境的惡劣誘發(fā)疾病,華僑對傳統(tǒng)就醫(yī)方式的認同和延續(xù),華僑自身經(jīng)濟基礎薄弱語言水平低,所有這些都成為華僑在醫(yī)療領域遭受排斥的動因。 經(jīng)過19世紀中期到20世紀中期華僑華人一個多世紀的努力,華僑華人終于獲得了醫(yī)療權(quán)利上的平等待遇。此外,舊金山政府還興修了華埠內(nèi)的公共住房,大大改善了華僑華人的生存環(huán)境,在此基礎上,舊金山政府和民眾對唐人街和華人社會的認識也出現(xiàn)了新變化。
[Abstract]:Based on the overseas Chinese in San Francisco, this paper discusses their struggle for equal rights in medical care from the middle of the 19th century to the middle of the 20th century. Influenced by the increasingly anti-Chinese movement in the United States since the 1870s, San Francisco, as the largest city inhabited by overseas Chinese and ethnic Chinese, has gone further, as exemplified by the exclusion of Chinese in the medical field. According to the law, the San Francisco government did not allow overseas Chinese to enter the municipal and county hospitals for medical treatment under the condition of levying a medical tax on overseas Chinese. In the late 19th century, the number of residents allowed by the San Francisco County Hospital and the poorhouse was even less than that of the overseas Chinese. Smallpox occurred in San Francisco from 1875 to 1876, and plague in 1900 was a specific manifestation of medical exclusion. The exclusion of overseas Chinese in the medical field includes both the San Francisco government and the overseas Chinese themselves, in addition to the American society's anti-Chinese background. Because of the prejudice of the San Francisco government against the traditional Chinese medicine, discrimination and the policy of medical isolation, the overseas Chinese were not treated fairly in the field of medical treatment. However, the poor living environment of the overseas Chinese, the recognition and continuation of the traditional way of seeking medical treatment, the weak economic base of the overseas Chinese and the low language level have all become the reasons for the exclusion of the overseas Chinese in the medical field. After more than a century of efforts from the middle of the 19th century to the middle of the 20th century, the overseas Chinese were finally treated equally on the right to medical treatment. In addition, the San Francisco government also built public housing in Chinatown, which greatly improved the living environment of overseas Chinese. On this basis, the San Francisco government and people's understanding of Chinatown and Chinese society has also undergone new changes.
