【摘要】：二戰(zhàn)結(jié)束前后,美國(guó)國(guó)務(wù)院—戰(zhàn)爭(zhēng)部—海軍部協(xié)調(diào)委員會(huì)、臨時(shí)研究與情報(bào)局、商務(wù)部國(guó)內(nèi)外貿(mào)易局遠(yuǎn)東司以及國(guó)務(wù)卿幕僚委員會(huì)等部門(mén),先后就涉港問(wèn)題展開(kāi)系統(tǒng)考察,形成一系列地區(qū)研究和政策規(guī)劃文件。這些官方文獻(xiàn)在美中、美英關(guān)系背景下評(píng)估香港的政治、經(jīng)濟(jì)和戰(zhàn)略?xún)r(jià)值,針對(duì)香港主權(quán)、治權(quán)事務(wù)提出"不參與"和"不主動(dòng)"采取立場(chǎng)的基本原則,同時(shí)就"自由港"、文化舉措和情報(bào)工作做出政策規(guī)劃。戰(zhàn)后初期形成的首部完整的美國(guó)對(duì)港政策具有典型的時(shí)代特征,為冷戰(zhàn)期間制定香港政策確立了基本框架。
[Abstract]:Around the end of World War II, departments such as the Coordination Committee of the US State Department, the Department of War-Maritime Affairs, the interim Research and Intelligence Agency, the far East Division of the Foreign Trade Bureau of the Ministry of Commerce, the Secretary of State's staff Committee, and so on, carried out systematic investigations on issues related to Hong Kong. Form a series of regional research and policy planning documents. These official documents assess the political, economic and strategic values of Hong Kong in the context of US-China and US-British relations, and put forward the basic principles of "non-participation" and "non-initiative" in regard to Hong Kong's sovereignty and governance. At the same time on the "free port", cultural initiatives and intelligence work to make policy planning. The first complete American policy towards Hong Kong formed in the early postwar period had typical characteristics of the times and established the basic framework for the formulation of Hong Kong policy during the Cold War.
