【摘要】：1916年,英國(guó)政府為了解決日益緊張的兵源問(wèn)題,放棄了傳統(tǒng)的志愿兵制,實(shí)施強(qiáng)制義務(wù)征兵。阿斯奎斯政府為了能使征兵法案在議會(huì)快速而順利地通過(guò),把免除拒服兵役者兵役義務(wù)的“良知條款”寫(xiě)入《兵役法案》。自《兵役法案》實(shí)施伊始,英國(guó)政府和軍方就圍繞如何授予豁免證明,如何安置拒服兵役者等問(wèn)題采取了一系列措施。然而,由于政府部門(mén)缺乏必要的調(diào)研準(zhǔn)備,拒服兵役者拒絕合作,整個(gè)社會(huì)對(duì)拒服兵役者懷有普遍敵意等原因,在整個(gè)戰(zhàn)爭(zhēng)期間圍繞拒服兵役者的問(wèn)題始終沒(méi)有得到妥善的解決。在此期間,政府、民眾和拒服兵役者三方均承受了這一問(wèn)題帶來(lái)的傷害。然而,從長(zhǎng)遠(yuǎn)來(lái)看,第一次世界大戰(zhàn)時(shí)英國(guó)的拒服兵役者問(wèn)題促進(jìn)了兩次世界大戰(zhàn)期間英國(guó)和平運(yùn)動(dòng)的發(fā)展,為第二次世界大戰(zhàn)時(shí)英國(guó)政府更好地解決該問(wèn)題提供經(jīng)驗(yàn),也為世界各國(guó)政府解決此類(lèi)問(wèn)題引為鑒戒。
[Abstract]:In 1916, the British government abandoned the traditional volunteer system and imposed compulsory conscription in order to solve the increasingly tense problem. In order for the draft bill to be passed quickly and smoothly in Parliament, the Asquis government included in the military Service Act a "clause of conscience" exempting objectors from the obligation to serve in military service. Since the implementation of the military Service Act, the British Government and the military have taken a series of measures on how to grant exemption certificates and how to place objectors. However, due to the lack of necessary research preparation by the government departments, the refusal of the objectors to cooperate, and the general hostility of the whole society towards the objectors, The issue of objectors throughout the war was never properly resolved. In the meantime, the government, the public and the objectors have all suffered from the problem. In the long run, however, the question of British objectors during the first World War contributed to the development of the British peace movement during the two world wars and provided experience for the British Government to better address the problem during the second World War, It also serves as an example for governments around the world to solve such problems.
