【摘要】：軍事與外交政策是實現(xiàn)國家戰(zhàn)略的最主要手段,也一直是國際關系研究的重點。本文選取了20世紀20年代這個時間段,對處于“和平年代”的英國軍事戰(zhàn)略與對歐政策進行了系統(tǒng)的梳理。一戰(zhàn)以后,英國的戰(zhàn)略思維發(fā)生了巨大轉變,由此導致20年代的軍事戰(zhàn)略受制于“十年規(guī)則”,對歐政策徘徊于傳統(tǒng)與現(xiàn)實之間�；谙鄬Ψ�(wěn)定的國際環(huán)境,英國在軍事與對歐政策上的收縮并未在20年代產生直接的負面影響,這種自我感覺上的良好又加深了英國決策者戰(zhàn)略思維上的局限性。然而,當30年代的國際局勢在法西斯的威脅下日趨緊張時,英國自20年代形成的戰(zhàn)略思維慣性最終演變成為人所熟知的“綏靖政策”。
[Abstract]:Military and foreign policy is the most important means to realize national strategy, and has been the focus of international relations research. In this paper, the British military strategy and its policy towards Europe are systematically combed in the 1920s. After the first World War, Britain's strategic thinking changed greatly, which led to the military strategy of the 1920s being subject to the "ten-year rule", and the European policy hovering between tradition and reality. Based on the relatively stable international environment, the contraction of British military and policy towards Europe did not have a direct negative impact in the 1920s, and the good self-feeling deepened the limitation of British decision-makers' strategic thinking. However, when the international situation in the 1930s became increasingly tense under the threat of fascism, the inertia of British strategic thinking formed in the 1920s finally evolved into the well-known "appeasement policy".
