【摘要】： 撒切爾政府的歐洲政策是不反對(duì)英國(guó)加入歐共體，但強(qiáng)調(diào)的是獨(dú)立主權(quán)國(guó)家聯(lián)合的歐洲，，而不是日益走向一體化的歐共體。這一時(shí)期英國(guó)解決了預(yù)算攤款問題，積極參與歐共體內(nèi)部建設(shè)，加強(qiáng)與歐共體的外交防務(wù)合作；使英國(guó)在歐美關(guān)系中扮演“粘合劑”的特殊角色。她在堅(jiān)持保守黨外交政策原則的同時(shí)，也給她的歐洲政策打上了明顯的撒切爾印記。撒切爾政府在執(zhí)政后期轉(zhuǎn)向抵制歐共體一體化，最終導(dǎo)致英國(guó)的歐洲政策陷入困境。撒切爾政府的外交對(duì)其后兩屆政府的外交有重要影響，從梅杰和布萊爾政府時(shí)期的外交實(shí)踐中還可以看到撒切爾外交的影子。研究這一時(shí)期的英國(guó)與歐洲一體化對(duì)理解戰(zhàn)后英國(guó)外交政策和實(shí)踐，解讀當(dāng)前英歐關(guān)系的新發(fā)展有重要的理論意義和現(xiàn)實(shí)意義。 本文共分為三章。第一章介紹1945年—1979年的英國(guó)與歐洲一體化，分析撒切爾政府歐洲政策的起源。第二章論述了撒切爾政府時(shí)期的英國(guó)與歐洲一體化，分析撒切爾政府對(duì)歐共體的立場(chǎng)。第三章著重于對(duì)撒切爾政府歐洲政策的評(píng)價(jià)，分析英國(guó)對(duì)歐共體持懷疑主義的原因，并對(duì)其后政府的歐洲政策做了論述和評(píng)價(jià)。
[Abstract]:Thatcher's European policy was not to oppose Britain's entry into the European Community, but the emphasis was on a United Europe of independent sovereign states, rather than an increasingly integrated European Community. During this period, Britain solved the problem of budget assessment, took an active part in the internal construction of the European Community, strengthened the diplomatic and defense cooperation with the European Community, and made Britain play a special role as a "glue" in the relations between Europe and the United States. She stuck to Tory foreign policy principles while putting a clear Thatcher stamp on her European policy. Thatcher's government turned to a boycott of European integration in the late years, which eventually led to a dilemma in British European policy. Thatcher's diplomacy had an important influence on the diplomacy of the following two administrations, and the shadow of Thatcher's diplomacy could also be seen from the diplomatic practice of Major and Blair's administrations. It is of great theoretical and practical significance to study the British and European integration in this period to understand the British foreign policy and practice after the war and to interpret the new development of the current relationship between Britain and Europe. This paper is divided into three chapters. The first chapter introduces the integration of Britain and Europe from 1945 to 1979 and analyzes the origin of Thatcher's European policy. The second chapter discusses the integration of Britain and Europe during the Thatcher government and analyzes the position of the Thatcher government towards the European Community. The third chapter focuses on the evaluation of Thatcher's European policy, analyzes the causes of British scepticism towards the European Community, and discusses and evaluates the subsequent government's European policy.
