【摘要】： 本論文以馬克思主義歷史觀為指導(dǎo),運用文獻分析法和比較分析法,對收集到的大量英日文資料進行分析、歸納和梳理,旨在剖析二戰(zhàn)結(jié)束后美日勾結(jié),掩蓋和庇護日本細菌戰(zhàn)的罪行,進而揭示和批判美國在處理國際事務(wù)中的雙重標(biāo)準(zhǔn)和國益至上的原則。 本論文由內(nèi)容摘要、前言、正文、注釋、參考文獻等五部分組成。其中正文分五章。 第一章：闡述二戰(zhàn)結(jié)束前美國對日本細菌戰(zhàn)的關(guān)注。美國政府內(nèi)部的一些機構(gòu)和部門經(jīng)過論證得出了細菌戰(zhàn)的可行性后,曾專門組織委員會研究細菌戰(zhàn),后又有負責(zé)具體工作的部門。于是研制細菌武器與搜集日本有關(guān)情報成為美國在二戰(zhàn)結(jié)束前的主要工作。在此過程中,日本對中國實施細菌戰(zhàn)的信息通過各種渠道傳到國際社會。最初,許多國家包括美國并不相信日本的所作所為。但當(dāng)太平洋戰(zhàn)爭爆發(fā)后,令美國人驚訝的是,美國俘虜中的許多日本人都知曉本國細菌戰(zhàn)研究情況。經(jīng)過嚴密審問,美國人得出日本此項研究的基本情況,同時也認為,美國不會有受到日本細菌戰(zhàn)攻擊的危險。美國自身的細菌戰(zhàn)研究事業(yè)也初見成效,所以二戰(zhàn)一結(jié)束,就緊鑼密鼓的展開了調(diào)查活動。 第二章：論述戰(zhàn)后美國的最初調(diào)查情況。主要是桑德斯和湯普森兩位細菌戰(zhàn)調(diào)查官進行的審問紀(jì)實。日本官方也做了“充分的準(zhǔn)備”來迎接他們的調(diào)查：上下一致毀滅證據(jù),并保持緘默。這樣一來,兩位調(diào)查官們的審問結(jié)果頗為相似,均沒有獲得有價值的情報,表面上看是接受調(diào)查的細菌戰(zhàn)犯們口徑一致,但很明顯,他們都得到了日本當(dāng)局的指示。暗中聯(lián)絡(luò)人就是給兩位調(diào)查官擔(dān)任翻譯的內(nèi)藤良一,當(dāng)然還有新妻清一、服部卓四郎等更加隱蔽的人物。在尷尬的局面下,美國人決定“另辟他徑”,萌生對細菌戰(zhàn)犯不予追究的交易提案。該提案使美國的日本細菌戰(zhàn)調(diào)查有所突破。 第三章：揭示美國發(fā)現(xiàn)隱瞞的事實與美日交易。第三任調(diào)查官費爾的調(diào)查對揭露美日勾結(jié)掩蓋細菌戰(zhàn)的罪行具有重要意義。費爾利用翻譯龜井貫一郎達成了美日初步交易,而蘇聯(lián)提出審問幾位重要日本細菌戰(zhàn)戰(zhàn)犯加速了美日交易進程。在得到美國當(dāng)局的免罪承諾后,石井等人紛紛承諾知無不言,言無不盡。待到第四任調(diào)查官希爾抵達日本后,就是徹底的細菌戰(zhàn)資料大收網(wǎng)工作,獲得了用金錢、時間和精力都難以獲取的日本細菌戰(zhàn)資料。正因為如此,美國決定繼續(xù)庇護日本細菌戰(zhàn)犯,繼續(xù)隱匿日本在中國的細菌戰(zhàn)罪行。 第四章：披露美國對日本細菌戰(zhàn)犯的庇護過程和謀略。美國在獲取大批有價值的情報后,為了把這批資料據(jù)為己有,美國政府、占領(lǐng)軍總司令部及東京國際軍事法庭攜手掩蓋日本細菌戰(zhàn)的罪行,拒絕和排斥將日本細菌戰(zhàn)罪行提交國際法庭審判,致使駭人聽聞的日本細菌戰(zhàn)罪行及其戰(zhàn)犯逃脫了正義的審判,美國也從中漁利,把日軍利用中國人生命換取的細菌戰(zhàn)資料攫為已有。 第五章：記敘直到上世紀(jì)九十年代日本細菌戰(zhàn)罪行的隱匿情況。這一時期,日本戰(zhàn)犯不僅重返日本各關(guān)鍵崗位身居要職,還不斷報出醫(yī)療犯罪的丑聞。與此同時,國內(nèi)外聲討日本細菌戰(zhàn)罪行的呼聲也日益高漲,許多和平進步之士孜孜以求,調(diào)查和挖掘日本細菌戰(zhàn)的犯罪事實。而戰(zhàn)后以來的日本當(dāng)局繼續(xù)采取百般抵賴的姿態(tài),始終否認細菌戰(zhàn)犯罪事實,毫無自我反省和懺悔之意。然而,隨著國際輿論的日甚一日,美國終于公布了部分檔案,日本也不斷挖掘出新的史料,日本細菌戰(zhàn)罪行以及美日勾結(jié),庇護和掩蓋日本細菌戰(zhàn)犯的丑聞終于大白于天下。 本論文明、暗線交織,明線是美日雙重掩蓋細菌戰(zhàn)罪行,暗線是美蘇在冷戰(zhàn)時期的對峙,以及美國為獲得在亞洲的霸權(quán),極力扶植日本作為反社會主義橋頭堡的意圖。 全文共約34000字左右

The first chapter describes the American attention to Japanese bacterial warfare before the end of World War II. After demonstrating the feasibility of bacterial warfare, some of the agencies and departments within the United States have organized the committee to study bacterial warfare, and then there are departments responsible for specific work. The main work before the end of World War II. In the process, Japanese information on China's bacteriological warfare was transmitted to the international community through various channels. At first, many countries, including the United States, did not believe what Japan did. The third chapter reveals the fact that the United States has found hidden facts and US and Japanese transactions. This theory of civilization, the intertwined lines, the Ming line is the double concealment of the bacteriological war crimes, the dark line is the confrontation between the United States and the Soviet Union during the cold war, and the intention of the United States to acquire the hegemony in Asia and strongly support Japan as the anti socialist bridgehead.
