【摘要】：建筑涂料業(yè)在美國(guó)社會(huì)經(jīng)濟(jì)發(fā)展中有著特殊的重要性。該行業(yè)的環(huán)保轉(zhuǎn)型也具有一定的代表性。美國(guó)建筑涂料業(yè)的發(fā)展不僅與其整體經(jīng)濟(jì)發(fā)展形勢(shì)息息相關(guān);又與美國(guó)城市化進(jìn)程息息相關(guān)。由于建筑涂料與環(huán)境污染關(guān)系具有多樣性和復(fù)雜性,且在美國(guó)廣泛而大量地使用;因此,建筑涂料成為美國(guó)環(huán)境管制和環(huán)境法規(guī)規(guī)范建設(shè)的重點(diǎn)。由于美國(guó)是世界建筑涂料產(chǎn)銷量最大國(guó),美國(guó)建筑涂料業(yè)環(huán)保標(biāo)準(zhǔn)的設(shè)定又對(duì)全球建筑涂料業(yè)的環(huán)保發(fā)展影響重大。由此,以美國(guó)建筑涂料業(yè)環(huán)保轉(zhuǎn)型為剖析對(duì)象可以動(dòng)態(tài)地反映出美國(guó)環(huán)境污染的現(xiàn)實(shí)和變化,更可看出美國(guó)相關(guān)環(huán)境法規(guī)建設(shè)的路徑和不斷強(qiáng)化的歷程。從美國(guó)建筑涂料業(yè)環(huán)保轉(zhuǎn)型的歷程來看, 1967年到1998年,其環(huán)保轉(zhuǎn)型過程大致可分為: 1967年-1980年、1980年-1990年及1990年-1998年三個(gè)階段。各階段受不同環(huán)保思潮、經(jīng)濟(jì)及政策背景的影響,相關(guān)法規(guī)出現(xiàn)了數(shù)量及執(zhí)行力度上的差異,并因此影響到建筑涂料企業(yè)作為。同時(shí),由于企業(yè)及權(quán)利機(jī)構(gòu)在轉(zhuǎn)型的過程中的地位和作用不同,使得政企矛盾有加劇的趨勢(shì)。此外,由于部分環(huán)保法規(guī)有欠公平之處,建筑涂料業(yè)大小企業(yè)始終在一個(gè)相對(duì)不公平的法規(guī)環(huán)境下競(jìng)爭(zhēng)�？偟膩砜�,美國(guó)建筑涂料業(yè)的環(huán)保轉(zhuǎn)型在曲折中前進(jìn),轉(zhuǎn)型中雖有不足,但成就突出。
[Abstract]:Architectural coatings industry is of special importance in the development of American society and economy. The environmental protection transformation of this industry also has certain representativeness. The development of American architectural coatings industry is not only closely related to its overall economic development situation, but also closely related to the process of American urbanization. Because of the diversity and complexity of the relationship between architectural coatings and environmental pollution, and widely used in the United States, architectural coatings have become the focus of environmental regulation and environmental regulations in the United States. Since the United States is the largest producer and seller of architectural coatings in the world, the setting of environmental standards for the building coatings industry in the United States has a great impact on the development of environmental protection in the global building coatings industry. Therefore, taking the transformation of environmental protection in the American architectural coatings industry as the analytical object, it can dynamically reflect the reality and changes of environmental pollution in the United States, and can also see the path of the construction of relevant environmental laws and regulations and the process of strengthening continuously in the United States. Judging from the process of environmental protection transformation in American architectural coatings industry, the process of environmental protection transformation from 1967 to 1998 can be divided into three stages: 1967-1980, 1980-1990 and 1990-1998. Each stage is influenced by different thoughts of environmental protection, economy and policy background, and there are differences in the quantity and enforcement of relevant laws and regulations, thus affecting the construction paint enterprises as. At the same time, due to the different status and role of enterprises and power institutions in the process of transformation, the contradictions between government and enterprises have a tendency to intensify. In addition, due to the unfair nature of some environmental laws, large and small enterprises in the building coatings industry always compete in a relatively unfair regulatory environment. In general, the environmental protection transformation of American architectural coatings industry is advancing in twists and turns, although there are shortcomings in the transformation, but the achievements are outstanding.
