【摘要】： 索爾茲伯里侯爵是19世紀(jì)末偉大的政治家和外交家,他的外交思想和實(shí)踐對(duì)世紀(jì)之交的英國(guó)具有重大的影響。本文力圖探討索爾茲伯里的外交原則,分析他的外交政策的內(nèi)容及其影響,并對(duì)其作一簡(jiǎn)單評(píng)價(jià)。文章共分為四部分: 第一章通過(guò)引用英國(guó)外交檔案等文件著重介紹索爾茲伯里外交思想來(lái)源。該章分三個(gè)部分論述了索爾茲伯里外交思想的形成。第一部分從索爾茲伯里的家庭環(huán)境以及文化背景分析其外交理念的來(lái)源;第二部分從索爾茲伯里的個(gè)人經(jīng)歷來(lái)分析外交政策;第三部分從索爾茲伯里的性格形成及其特征來(lái)分析他的外交政策理論。 第二章論述索爾茲伯里的“光輝孤立”政策。首先,闡述了索爾茲伯里“光輝孤立”政策的含義。其次,從經(jīng)濟(jì)、軍事、文化、民族特性四方面分析了這一政策出現(xiàn)的原因。最后,闡述了在這一政策指導(dǎo)下索爾茲伯里的海外擴(kuò)張 第三章論述了索爾茲伯里時(shí)期外交政策由“孤立”到“結(jié)盟”的轉(zhuǎn)變。首先,依據(jù)國(guó)內(nèi)外形勢(shì)分析了外交政策轉(zhuǎn)變的原因。其次,分析英國(guó)試圖與其他國(guó)家結(jié)盟的構(gòu)想。最后,論述了這一時(shí)期索爾茲伯里的海外擴(kuò)張。 第四章分析了索爾茲伯里外交政策及其轉(zhuǎn)變帶來(lái)的影響,并對(duì)其做了簡(jiǎn)要評(píng)價(jià)。分析了索爾茲伯里外交政策的特征�！肮廨x孤立”的推行維持了歐洲乃至世界長(zhǎng)時(shí)期的穩(wěn)定局面;同時(shí)也使英國(guó)在19世紀(jì)末達(dá)到了鼎盛時(shí)期;索爾茲伯里外交政策的轉(zhuǎn)變導(dǎo)致了英、法、俄關(guān)系向好的方面改善,尤其是改善了英美關(guān)系為后世的英美特殊關(guān)系做了良好的鋪墊。這些政策的推行調(diào)整了歐洲格局,甚至在相當(dāng)大程度上改變了世界格局。 總之,索爾茲伯里外交政策的推行,一方面,在一定程度上保持了歐洲均勢(shì),防止了大國(guó)獨(dú)霸,維持了暫時(shí)和平;另一方面,索爾茲伯里的孤立和結(jié)盟外交政策在近代英國(guó)外交史上占有重要地位,對(duì)國(guó)際關(guān)系的格局也有深刻的影響。
[Abstract]:Marquis Salisbury was a great statesman and diplomat at the end of the 19th century. His diplomatic thought and practice had a great influence on Britain at the turn of the century. This paper tries to probe into Salisbury's diplomatic principles, analyze the content and influence of his foreign policy, and make a brief evaluation of his foreign policy. The article is divided into four parts: The first chapter introduces the sources of Salisbury's diplomatic thoughts by citing British diplomatic archives and other documents. This chapter discusses the formation of Salisbury's diplomatic thought in three parts. The first part analyzes the origin of Salisbury's foreign policy from his family environment and cultural background, the second part analyzes his foreign policy from his personal experience. The third part analyzes Salisbury's foreign policy theory from his character formation and characteristics. The second chapter discusses Salisbury's "brilliant isolation" policy. First, the meaning of Salisbury's "brilliant isolation" policy is expounded. Secondly, it analyzes the reasons of this policy from four aspects: economy, military, culture and national identity. Finally, the paper expounds Salisbury's overseas expansion under the guidance of this policy. The third chapter discusses the transformation of foreign policy from "isolation" to "alliance" in Salisbury period. First, it analyzes the reasons for the change of foreign policy according to the situation at home and abroad. Second, it analyzes the idea of Britain trying to form an alliance with other countries. Finally, it discusses the overseas expansion of Salisbury in this period. Chapter four analyzes the influence of Salisbury's foreign policy and its transformation, and makes a brief evaluation of it. The characteristics of Salisbury's foreign policy are analyzed. The implementation of "brilliant isolation" has maintained a stable situation in Europe and the world for a long time; at the same time, it has also brought Britain to its peak at the end of the 19th century. The transformation of Salisbury's foreign policy has led to an improvement in relations between Britain, France and Russia. In particular, the improvement of Anglo-American relations for future generations made a good foreshadowing of the special relationship between the United States and the United States. These policies have adjusted Europe and even changed the world to a considerable extent. In short, the implementation of Salisbury's foreign policy, on the one hand, maintained the balance of power in Europe to a certain extent, prevented the great powers from dominating themselves, and maintained temporary peace; on the other hand, Salisbury's foreign policy of isolation and alliance occupies an important position in the history of modern British diplomacy and has a profound influence on the pattern of international relations.
