【摘要】： 土耳其,一個(gè)美麗熱情且富有傳奇的神境國度,一個(gè)令人無限幻想的文明古國,一個(gè)充滿機(jī)遇跨亞歐大陸的發(fā)展中國家。這里傳承著對(duì)東方傳統(tǒng)和文化的尊重,也追求著西方的開放和民主自由。融入歐洲是其自1923年建國以來從未中斷過的夢(mèng)想,從1959年7月土耳其向歐共體提出聯(lián)系會(huì)員國的資格申請(qǐng)開始,土耳其入盟之路已經(jīng)整整走過50個(gè)春秋。但是由于經(jīng)濟(jì)、政治以及文明內(nèi)核等層面的諸多障礙,歐盟在是否真正接納土耳其問題上一直表現(xiàn)得不冷不熱,雙方關(guān)系滯緩難進(jìn)。2005年10月4日土耳其入盟談判正式啟動(dòng),揭開了雙方關(guān)系史上新的一頁。盡管歐盟在定義與土耳其關(guān)系時(shí)依舊模棱兩可,雙方關(guān)系仍處于似合非合、似離非離的狀態(tài),但足以表明彼此之間存在著巨大的現(xiàn)實(shí)的和潛在的利益契合,雙方均做出了較為積極的舉動(dòng),發(fā)展方向及前景值得期待�？梢灶A(yù)見:隨著國際形勢(shì)的不斷變化,土耳其獨(dú)有的戰(zhàn)略優(yōu)勢(shì)將會(huì)日漸彰顯。歐盟欲發(fā)揮更大的作用,忽視土耳其這一中東地區(qū)大國的影響和作用,拒絕土耳其入盟請(qǐng)求顯然是不明智之舉。在互惠互利、共贏共生的全球化時(shí)代,在土耳其不斷深化自我全面改革的前提下,歐盟應(yīng)當(dāng)設(shè)計(jì)一個(gè)各方均能接受的方式來接納土耳其。這既符合時(shí)代發(fā)展的總體特征和要求,也符合歐土雙方長遠(yuǎn)利益發(fā)展的需要。
[Abstract]:Turkey, a beautiful, passionate and legendary land, an enchanting civilization, a developing country full of opportunities across Asia and Europe. It inherits the respect for oriental tradition and culture, and pursues the opening and democratic freedom of the West. Integration into Europe is a dream that has never been interrupted since the founding of the European Union in 1923. Since Turkey applied to the European Community for associate member countries in July 1959, Turkey's accession to the European Union has gone through 50 years. However, due to many obstacles at the economic, political and civilizational core levels, the EU has been showing low and lukewarm acceptance of Turkey, and relations between the two sides have been slow to advance. On October 4, 2005, Turkey's accession talks officially started. It opens a new page in the history of bilateral relations. Although the EU is still ambiguous in defining its relations with Turkey, and the relationship between the two sides is still in a similar and detached state, it is sufficient to show that there is a great real and potential interest agreement between the two sides. Both sides have made more positive moves, development direction and prospects are to be expected. Predictably: with the changing international situation, Turkey's unique strategic advantages will be increasingly evident. It is clearly not wise for the EU to play a greater role in ignoring the influence and role of Turkey, a Middle Eastern power, and reject Turkey's request for membership. In a global era of mutual benefit and win-win symbiosis, and with Turkey deepening its self-sweeping reforms, the EU should devise a mutually acceptable way to embrace Turkey. This is not only in line with the general characteristics and requirements of the development of the times, but also with the needs of the long-term interests of Europe and Turkey.
