【摘要】： 本文擬對(duì)尼克松政府“新聯(lián)邦主義”作為研究對(duì)象,結(jié)合尼克松政府所處的時(shí)代背景、推出的政策措施,解析尼克松政府“新聯(lián)邦主義”的內(nèi)涵、實(shí)施成效,探究影響新聯(lián)邦主義實(shí)施成效的原因,并探討尼克松政府新聯(lián)邦主義在美國(guó)聯(lián)邦制演變過(guò)程中的地位。 引言部分主要介紹中美學(xué)術(shù)界針對(duì)尼克松政府新聯(lián)邦主義的研究成果與現(xiàn)狀,確定本文所要切入的角度以及著重要解決的問(wèn)題,介紹本文所采用的研究方法和理論。 正文分三個(gè)部分: 第一部分:從經(jīng)濟(jì)、政治、思想文化的宏觀背景和效率低下的行政管理體制、福利制度的弊端的微觀背景兩方面探討尼克松政府新聯(lián)邦主義的實(shí)施原因。 第二部分:通過(guò)尼克松政府在新聯(lián)邦主義旗幟下提出的各項(xiàng)內(nèi)政改革措施,分析、總結(jié)尼克松政府新聯(lián)邦主義的內(nèi)涵。 第三部分:分析尼克松政府新聯(lián)邦主義對(duì)美國(guó)聯(lián)邦制發(fā)展演變的影響及地位;分析尼克松政府新聯(lián)邦主義的實(shí)施成效以及影響其實(shí)施成效的原因。 結(jié)語(yǔ)部分在總結(jié)全文的基礎(chǔ)上,指出應(yīng)該結(jié)合具體的社會(huì)歷史環(huán)境對(duì)尼克松政府新聯(lián)邦主義作出較為客觀、全面的評(píng)價(jià),既不能對(duì)尼克松政府新聯(lián)邦主義評(píng)價(jià)過(guò)高,也不應(yīng)對(duì)其過(guò)分苛責(zé)。本文認(rèn)為尼克松政府新聯(lián)邦主義基本完成了由自由主義向保守主義過(guò)渡時(shí)期賦予的歷史使命。
[Abstract]:This paper intends to analyze the connotation of "new federalism" of the Nixon administration and the effect of its implementation, combining with the background of the era and the policy measures put forward by the Nixon administration as the object of study. This paper probes into the reasons that affect the effect of the new federalism, and probes into the position of the new federalism in the evolution of American federalism. The introduction mainly introduces the research results and present situation of the Nixon administration's new federalism in the academic circles of China and the United States, determines the angle of this paper and the important problems to be solved, and introduces the research methods and theories adopted in this paper. The text is divided into three parts: Part one: from the macro background of economy, politics, ideology and culture, and the inefficient administration system, the microcosmic background of the malpractice of welfare system, the paper discusses the implementation reason of Nixon administration's new federalism. The second part: through the Nixon administration under the banner of new federalism proposed various internal reform measures, summed up the Nixon administration of the connotation of new federalism. The third part analyzes the influence and status of Nixon administration's new federalism on the development and evolution of American federalism, and analyzes the effect of Nixon administration's new federalism and the reasons for its influence. On the basis of summing up the full text, the conclusion points out that the new federalism of Nixon administration should be evaluated objectively and comprehensively in the light of the concrete social and historical environment, and the new federalism of Nixon administration should not be overestimated. You should not be too hard on it. This paper holds that the New Federalism of the Nixon Administration basically fulfilled the historical mission entrusted by the transition period from liberalism to conservatism.
