【摘要】：面向弱勢(shì)群體的公共福利政策,歷來是彰顯社會(huì)道德原則的重要尺度。本文介紹了美國(guó)最具爭(zhēng)議的單親家庭福利計(jì)劃——“對(duì)有未成年子女的家庭援助”,嘗試整理該福利計(jì)劃的歷史發(fā)展脈絡(luò),同時(shí)追蹤并剖析美國(guó)社會(huì)圍繞女性單親家庭福利政策展開的沖突和爭(zhēng)論。影響美國(guó)女性單親家庭福利政策的一般價(jià)值觀念,包括對(duì)典范家庭模式的認(rèn)同,對(duì)工作倫理的推崇,以及對(duì)女性社會(huì)角色變化的感知;而單親家庭福利制度演變的歷史,充分體現(xiàn)了美國(guó)聯(lián)邦政府對(duì)上述認(rèn)知的把握能力和導(dǎo)向作用。全文采取編年體體例,以時(shí)間為經(jīng),以史事為緯,順序展開。除引言和結(jié)語外,論文主體部分共分四章。 第一章,從分析美國(guó)單親家庭福利制度產(chǎn)生的歷史背景入手,追溯這一制度的雛形和實(shí)踐基礎(chǔ),以及得以正式建立的契機(jī),并對(duì)單親家庭福利制度的基本特征作出概括。 第二章,主要闡述了偉大社會(huì)時(shí)代美國(guó)聯(lián)邦政府?dāng)U大福利的舉措,以及20世紀(jì)60、70年代美國(guó)單親家庭福利制度與單親家庭規(guī)模同步擴(kuò)張的表現(xiàn),深入探究?jī)煞N現(xiàn)象的背后動(dòng)因。 第三章,著重分析在福利困境出現(xiàn)之后,美國(guó)社會(huì)各界在單親家庭及其福利制度上的不同立場(chǎng)和態(tài)度,以及70、80年代尼克松至里根政府期間的福利改革詳情。 第四章,專論1996年福利改革,詳細(xì)考察1996年福利改革發(fā)生的語境、立法過程、得以通過的原因及初步效果。
[Abstract]:The public welfare policy for the vulnerable groups has always been an important criterion to highlight the social moral principles. This paper introduces the most controversial welfare program for single-parent families in the United States, "Family Assistance with minor Children", and tries to sort out the historical development of the welfare program. At the same time, the conflicts and debates about the welfare policy of female single-parent families in American society are followed and analyzed. The general values that influence the welfare policy of single parent families in the United States include the recognition of the model family model, the promotion of work ethics, and the perception of the change of women's social roles, and the history of the evolution of the welfare system of single parent families. Fully reflects the Federal Government of the United States to the understanding of the ability and guidance. The full text adopts chronological style, time as the warp, history as the weft, sequence. In addition to the introduction and conclusion, the main part of the paper is divided into four chapters. The first chapter begins with the analysis of the historical background of the single parent family welfare system in the United States, traces the embryonic form and practical basis of the system, and the opportunity to formally establish it, and generalizes the basic characteristics of the welfare system of the single parent family. The second chapter mainly expounds the measures taken by the United States federal government to expand welfare in the great society era, and the performance of the expansion of the welfare system of the single parent family and the scale of the single parent family in the 1960s and 1970s, and probes into the causes behind the two phenomena. The third chapter focuses on the analysis of the different positions and attitudes of single-parent families and their welfare system after the emergence of welfare dilemma, and the details of welfare reform during the Nixon and Reagan administrations in the 1970s and 1980s. Chapter four focuses on the welfare reform in 1996, and examines the context of welfare reform in 1996, the legislative process, the reasons for its adoption and its preliminary effect.
