【摘要】：由于戰(zhàn)爭(zhēng)的破壞，戰(zhàn)后英國(guó)經(jīng)濟(jì)處于崩潰的邊緣。經(jīng)過(guò)20世紀(jì)50年代的重建，英國(guó)經(jīng)濟(jì)得到恢復(fù)，但是發(fā)展速度非常緩慢，經(jīng)濟(jì)上不斷出現(xiàn)問(wèn)題，產(chǎn)生了英國(guó)經(jīng)濟(jì)走走停停的所謂“英國(guó)病”。到1964年，英鎊發(fā)生信任危機(jī)，面臨大幅度貶值的危險(xiǎn)，英國(guó)經(jīng)濟(jì)陷入危機(jī)之中。1964年大選之后，新任首相威爾遜為了穩(wěn)定英鎊、渡過(guò)危機(jī)，制定了新的對(duì)美經(jīng)濟(jì)政策。 威爾遜政府對(duì)美經(jīng)濟(jì)政策的核心，是實(shí)行貿(mào)易保護(hù)主義和國(guó)家干預(yù)匯市的政策。在威爾遜政府的對(duì)美經(jīng)濟(jì)政策中，貿(mào)易保護(hù)主義政策，違反了市場(chǎng)經(jīng)濟(jì)發(fā)展規(guī)律，產(chǎn)生了嚴(yán)重的后果。威爾遜政府的對(duì)美貿(mào)易保護(hù)主義政策實(shí)施后，英國(guó)進(jìn)出口商品貿(mào)易出現(xiàn)下降趨勢(shì)，使英鎊面臨進(jìn)一步貶值的危險(xiǎn)。威爾遜政府對(duì)美經(jīng)濟(jì)政策中關(guān)于國(guó)家干預(yù)匯市的政策，也沒(méi)有阻止英鎊貶值。在實(shí)施對(duì)美新經(jīng)濟(jì)政策后，英鎊開(kāi)始大幅度貶值。 威爾遜政府的對(duì)美經(jīng)濟(jì)政策，嚴(yán)重?fù)p害了美國(guó)對(duì)英國(guó)的出口貿(mào)易，迫使美國(guó)改變其出口策略，采取擴(kuò)大向其他國(guó)家出口的政策。同時(shí)，，英鎊的貶值引起了美元的動(dòng)蕩。為了穩(wěn)定美元，美國(guó)不得不采取措施，幫助威爾遜政府穩(wěn)定英鎊。在這種情況下，威爾遜政府不得不回到和美國(guó)進(jìn)行經(jīng)濟(jì)合作的軌道。因此，在威爾遜政府時(shí)期，英美經(jīng)濟(jì)關(guān)系呈現(xiàn)出非常復(fù)雜的局面。
[Abstract]:The British economy was on the verge of collapse after the war. After the reconstruction in the 1950s, the British economy was restored, but the development rate was very slow, and the economic problems appeared constantly, which led to the so-called "British disease" which caused the British economy to go on and on. By 1964, the British economy was in crisis after a crisis of confidence in the pound and a sharp devaluation. After the 1964 election, new Prime Minister Wilson set out a new economic policy toward the United States in order to stabilize the pound and tide over the crisis. The core of Wilson's economic policy towards the United States is the policy of trade protectionism and state intervention in the foreign exchange market. In Wilson's economic policy to the United States, trade protectionism violated the law of market economy and had serious consequences. After the implementation of the Wilson administration's protectionist policy against the United States, the British import and export trade in goods has shown a downward trend, making the pound face the risk of further depreciation. Nor did the Wilson administration's policy of state intervention in U.S. economic policy prevent the pound from falling. After the implementation of the new economic policy to the United States, the pound began to depreciate substantially. The Wilson administration's economic policy toward the United States seriously damaged the United States' export trade to Britain, forcing the United States to change its export strategy and adopt a policy of expanding exports to other countries. At the same time, the devaluation of the pound caused the dollar to fluctuate. In order to stabilize the dollar, the United States had to take steps to help the Wilson government stabilize the pound. In this case, the Wilson administration had to return to the track of economic cooperation with the United States. Therefore, during the Wilson administration, Anglo-American economic relations presented a very complex situation.
