【摘要】：從2011年“阿拉伯之春”到塞西政府上臺,我們又一次看到了軍隊對埃及政治格局中的重要影響力。從民眾運動到軍人政權(quán),埃及政治局勢的復(fù)雜多變以及軍隊的突出表現(xiàn)不得不讓我們重視軍隊在埃及政治格局中的作用。本文將運用綜合分析的方法,在史料和諸家理論中找出埃及政治發(fā)展內(nèi)外原因,通過分析威權(quán)主義政治體系與軍人的關(guān)系,運用系統(tǒng)論對于二者關(guān)系進行分析,以圖找出軍人在埃及政治格局中上的作用和地位。首先從近代埃及的歷史背景入手,梳理埃及獨立時期所面臨的問題�，F(xiàn)代化與現(xiàn)代性的不斷糾葛和相互作用導(dǎo)致了埃及在1952年獨立后要面對的一系列的問題,包括脆弱的政治認同、經(jīng)濟的嚴重不平衡、社會失穩(wěn)混亂、文化的沖突矛盾和持續(xù)的外來威脅等,這些問題構(gòu)成了埃及復(fù)雜多樣的政治環(huán)境。其次,政治環(huán)境和政治團體的不斷作用造就了埃及的威權(quán)主義政治體系,威權(quán)主義政體一經(jīng)建構(gòu)就獲得自主性,這種自主性表現(xiàn)為復(fù)雜的結(jié)構(gòu)特征和動態(tài)特征。第三,分析軍隊的政治特征。埃及軍隊具有對暴力的壟斷、強大的組織能力和嚴格的層級結(jié)構(gòu)、高度的職業(yè)素養(yǎng)和專業(yè)技能、獨立超然的政治地位和對于國家和政權(quán)的持續(xù)關(guān)切等五大特征,這些特征共同構(gòu)成了軍隊參與政治的動機和條件。最后,文章通過分析埃及威權(quán)主義政治體系與軍隊的相互關(guān)系,試圖總結(jié)得出埃及軍隊的主要政治作用。這些作用包括：軍隊是國家穩(wěn)定的重要支柱,是鞏固政權(quán)的重要工具,是政治生活的深度參與方,是世俗主義和民族主義的捍衛(wèi)者,以及具有的實用主義色彩。埃及軍隊與政治的關(guān)系復(fù)雜,希望通過本文討論能夠有助于增進埃及軍隊、政治和社會的研究。
[Abstract]:From the Arab Spring of 2011 to the coming to power of the Sisi government, we saw once again the military's important influence in Egypt's political landscape.From the popular movement to the military regime, the complex and changeable political situation in Egypt and the outstanding performance of the army make us attach importance to the role of the army in the Egyptian political structure.This paper will use the method of comprehensive analysis to find out the internal and external reasons for the political development of Egypt in the historical data and the theories of various schools. By analyzing the relationship between the political system of authoritarianism and the military personnel, this paper will use the system theory to analyze the relationship between the two.In order to find out the role of soldiers in Egypt's political structure and position.First of all, from the historical background of modern Egypt, to sort out the problems Egypt faced in the period of independence.The constant interplay between modernization and modernity has led to a series of problems that Egypt will face after its independence in 1952, including a fragile political identity, a serious economic imbalance, and social instability.Cultural conflicts and persistent external threats constitute Egypt's complex and diverse political environment.Secondly, the political environment and the continuous role of political groups created the political system of authoritarianism in Egypt, which gained autonomy as soon as it was constructed, and this autonomy was characterized by complex structural and dynamic characteristics.Third, analyze the political characteristics of the army.The Egyptian army is characterized by a monopoly on violence, a strong organizational capacity and strict hierarchy, a high degree of professionalism and expertise, an independent and detached political position and a continuing concern for the State and the regime.These characteristics together constitute the motivation and conditions for the army to participate in politics.Finally, by analyzing the relationship between the political system of Egypt's authoritarianism and the army, this paper tries to summarize the main political functions of the Egyptian army.These roles include: the army is an important pillar of national stability, an important instrument for the consolidation of political power, a deep participant in political life, a guardian of secularism and nationalism, and a pragmatism.The relationship between the Egyptian army and politics is complex, and it is hoped that this discussion will contribute to the study of the Egyptian army, politics and society.
