【摘要】： 杜魯門政府的社會(huì)福利政策是杜魯門“公平施政”的重要組成部分。一方面,杜魯門政府的社會(huì)福利政策是針對(duì)二戰(zhàn)后美國(guó)由戰(zhàn)時(shí)經(jīng)濟(jì)向和平時(shí)期經(jīng)濟(jì)轉(zhuǎn)型所造成的失業(yè)率上升、通貨膨脹,以及大批軍隊(duì)復(fù)員所造成的社會(huì)經(jīng)濟(jì)問(wèn)題而制定的。另一方面,杜魯門政府的社會(huì)福利政策是羅斯�！靶抡钡睦^續(xù),它受到當(dāng)時(shí)流行的凱恩斯主義以及歐洲國(guó)家建立福利國(guó)家的影響,是針對(duì)羅斯福政府時(shí)期開創(chuàng)的社會(huì)保障制度存在的問(wèn)題對(duì)美國(guó)社會(huì)福利進(jìn)行的改革和完善。在其政策中,《1946年就業(yè)法》、《1949年住房法》和針對(duì)復(fù)員軍人的一系列福利政策都獲得立法成功,作為正式法律得以實(shí)施,對(duì)美國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展起到了一定的作用和影響。而另一部分政策,如國(guó)民健康保險(xiǎn)和聯(lián)邦政府對(duì)教育的援助則因立法失敗而未能實(shí)施。本文運(yùn)用歷史學(xué)和社會(huì)學(xué)相結(jié)合的方法,探討杜魯門政府的社會(huì)福利政策制定的背景,利用相關(guān)的文獻(xiàn)資料和研究成果歸納其社會(huì)福利政策措施及其實(shí)施的結(jié)果和影響,并以《1946年就業(yè)法》和國(guó)民健康保險(xiǎn)為例,從經(jīng)濟(jì)、政治及社會(huì)價(jià)值觀等方面的可行性分別分析杜魯門政府社會(huì)福利政策立法成功與失敗的原因,從中總結(jié)出社會(huì)經(jīng)濟(jì)、思想文化與社會(huì)福利政策間的關(guān)系,以期對(duì)我國(guó)完善和發(fā)展社會(huì)保障制度提供一些有益的借鑒和啟示。
[Abstract]:Truman government's social welfare policy is an important part of Truman's Fair Administration.On the one hand, Truman's social welfare policy was formulated in response to the rising unemployment rate, inflation caused by the transition from wartime economy to peacetime economy in the United States after World War II, and the socio-economic problems caused by the demobilization of a large number of troops.On the other hand, the Truman administration's social welfare policy was a continuation of Roosevelt's New deal, which was influenced by the prevailing Keynesianism and the establishment of welfare states in Europe.The reform and perfection of American social welfare is aimed at the problems existing in the social security system initiated during the Roosevelt Administration.Among its policies, the Employment Act 1946, the Housing Act 1949 and a series of welfare policies for demobilized soldiers have all been legislated successfully. As a formal law, they have played a certain role and influence on the social and economic development of the United States.Other policies, such as national health insurance and federal aid for education, have failed because of legislative failures.Using the method of combining history and sociology, this paper discusses the background of the social welfare policy of Truman government, and summarizes its social welfare policy measures and the results and effects of its implementation by using the relevant literature and research results.Taking the Employment Act 1946 and the National Health Insurance as an example, the author analyzes the reasons for the success and failure of Truman government's social welfare policy from the aspects of economic, political and social values, and summarizes the social economy.The relationship between ideology and culture and social welfare policy is expected to provide some useful reference and enlightenment for the improvement and development of social security system in China.
