【摘要】： 20世紀(jì)是一個不平凡的世紀(jì),兩次世界大戰(zhàn)給世界造成了嚴(yán)重的創(chuàng)傷,然而它卻滿足了個別國家的欲望。如果說一戰(zhàn)前是歐洲列強共同主宰世界的話,那么一戰(zhàn)后至今則是美國如何實現(xiàn)稱霸世界的過程,而這一過程又與20世紀(jì)20、30年代美國外交戰(zhàn)略的變化有著密切聯(lián)系。本文擬從國際關(guān)系和地緣戰(zhàn)略的角度全面透視這一時期美國是如何謀求世界戰(zhàn)略利益和霸權(quán)的。論文通過“凡爾賽—華盛頓體系”的構(gòu)筑,賠款和裁軍問題的處理,美蘇關(guān)系的戰(zhàn)略調(diào)整和演變,美日雙方對東亞尤其是對中國的爭奪,以及美國在拉丁美洲“睦鄰政策”的推行,分析了一戰(zhàn)后到20世紀(jì)30年代末美國的世界霸權(quán)以及對這一時期美國外交政策有重要影響的外交思潮:“孤立主義”及其主要表現(xiàn)形式“中立法”。最后評析了這一時期美國全球的戰(zhàn)略,這對于我們深入了解美國的對外政策具有一定意義。
[Abstract]:The 20th century is an extraordinary century, two world wars have caused a serious trauma to the world, but it has satisfied the desires of individual countries.If it was the common domination of the world by the European powers before the first World War, it is the process of how the United States achieved the hegemony of the world after the first World War, which is closely related to the change of the American diplomatic strategy in the 1920s and 1930s.From the angle of international relations and geo-strategy, this paper tries to see how the United States pursued the world strategic interests and hegemony in this period.Through the construction of "Versailles Washington system", the settlement of reparations and disarmament issues, the strategic adjustment and evolution of US-Soviet relations, the scramble between the United States and Japan over East Asia, especially China,And the United States'"policy of good-neighbourliness" in Latin America,This paper analyzes the world hegemony of the United States from the first World War to the end of the 1930s and the diplomatic trend of thought which has an important influence on American foreign policy during this period: "isolationism" and its main manifestation "legislation".Finally, the paper analyzes the global strategy of the United States in this period, which has certain significance for us to understand the foreign policy of the United States.
