【摘要】：《1948年經(jīng)濟(jì)合作法》是美國行政機(jī)構(gòu)、立法部門與利益團(tuán)體激烈辯論的產(chǎn)物。該法案明確了歐洲復(fù)興的政策理念,保護(hù)了美國利益團(tuán)體的某些特殊利益,設(shè)計(jì)出建立在合作主義基礎(chǔ)上的、由專家管理協(xié)調(diào)歐洲復(fù)興的組織模式,促成了國家和社會(huì)團(tuán)體在歐洲復(fù)興計(jì)劃實(shí)施中的通力合作。杜魯門政府借助為歐洲復(fù)興計(jì)劃辯護(hù)的有利時(shí)機(jī),運(yùn)用"自由的危機(jī)"話語在國內(nèi)營造出強(qiáng)烈的反共氛圍。這場(chǎng)辯論不僅完成了歐洲復(fù)興計(jì)劃的政策設(shè)計(jì),加強(qiáng)了美國對(duì)外援助活動(dòng)的制度化程度,而且進(jìn)一步為二戰(zhàn)后美國以遏制共產(chǎn)主義和"捍衛(wèi)自由"為旗號(hào)的對(duì)外干涉政策奠定了輿論基礎(chǔ)。
[Abstract]:The Economic Cooperation Act 1948 is the product of fierce debate between the US executive, the legislature and interest groups.The bill defined the policy philosophy of European renaissance, protected some of the special interests of American interest groups, and devised an organizational model based on cooperation and managed by experts to coordinate European renaissance.The cooperation of the state and social groups in the implementation of the European recovery Plan has been promoted.Truman government used the "free crisis" to create a strong anti-communist atmosphere at home by taking advantage of the favorable opportunity to defend the European revival plan.This debate not only completed the policy design of the European recovery plan, but also strengthened the degree of institutionalization of American foreign aid activities.It also laid the foundation for American foreign intervention policy under the banner of containing communism and defending freedom after World War II.
