【摘要】： 本文主要研究胡志明時(shí)期(1945—1969)越南和印度關(guān)系的發(fā)展和演變,將其分為三個(gè)階段進(jìn)行論述：即戰(zhàn)后初期(1945—1954),日內(nèi)瓦會(huì)議后(1954—1960),六十年代(1960-1969)。從1945年越南獨(dú)立到日內(nèi)瓦會(huì)議前,在反帝反殖的斗爭(zhēng)中越南和印度相互同情、相互支持,但受冷戰(zhàn)格局的影響和兩國(guó)意識(shí)形態(tài)的不同,越印關(guān)系是相對(duì)冷淡的。1953年朝鮮戰(zhàn)爭(zhēng)結(jié)束后,印支問(wèn)題成為各方關(guān)注的焦點(diǎn),印度及時(shí)調(diào)整其對(duì)越南的政策,開(kāi)始了積極的調(diào)停。日內(nèi)瓦會(huì)議是越印關(guān)系由冷淡到密切的轉(zhuǎn)折點(diǎn)。日內(nèi)瓦會(huì)議后,在和平共處五項(xiàng)原則的基礎(chǔ)上,為維護(hù)日內(nèi)瓦協(xié)定和印支和平,越南和印度的關(guān)系不斷發(fā)展,尤其是1954年尼赫魯訪越和1958年胡志明訪印,雙方關(guān)系達(dá)到高潮。這一時(shí)期印度對(duì)越南兩個(gè)政權(quán)同等對(duì)待,但北越與印度的關(guān)系要比南越與印度的關(guān)系更為密切。進(jìn)入60年代,美國(guó)開(kāi)始大力扶植南越政權(quán),日漸介入越南戰(zhàn)爭(zhēng),越戰(zhàn)逐步升級(jí),加之中印沖突及越南在中印沖突中的立場(chǎng),越印關(guān)系較為疏遠(yuǎn)。60年代末期,越南和印度逐漸向蘇聯(lián)靠攏,越印關(guān)系開(kāi)始升溫。 本文認(rèn)為在胡志明時(shí)期,越南的國(guó)家利益主要表現(xiàn)為爭(zhēng)取民族獨(dú)立和國(guó)家統(tǒng)一,胡志明從其國(guó)家利益出發(fā),對(duì)印度采取了友好政策,積極爭(zhēng)取印度對(duì)越南的支持和同情,這一時(shí)期的越印關(guān)系體現(xiàn)了胡志明“和平、團(tuán)結(jié)、聯(lián)合”的外交思想,為越南贏得了廣泛的國(guó)際同情。胡志明時(shí)期的越印關(guān)系的經(jīng)歷了相互同情——泠淡——密切——疏遠(yuǎn)——升溫,呈現(xiàn)出“W”型的發(fā)展軌跡。
[Abstract]:This paper mainly studies the development and evolution of the relations between Vietnam and India during Hu Zhiming's period (1945-1969), and divides them into three stages: the early postwar period (1945-1954), the Geneva Conference (1954-1960), and the 1960s (1960-1969).From the independence of Viet Nam in 1945 to the Geneva Conference, Vietnam and India sympathized and supported each other in the struggle against imperialism and colonialism, but were influenced by the pattern of the cold war and the ideological differences between the two countries.After the Korean War ended in 1953, the Indo-Chinese issue became the focus of attention, India adjusted its policy towards Vietnam in time and began active mediation.The Geneva meeting was a turning point in relations between Vietnam and India from indifference to closeness.After the Geneva Conference, relations between Vietnam and India continued to develop on the basis of the five principles of peaceful coexistence in order to safeguard the Geneva Agreement and Indo-Chinese peace, especially during the visits of Nehru to Vietnam in 1954 and Hu Zhiming to India in 1958. The relations between the two sides reached a climax.India treated Vietnam equally during this period, but North Vietnam and India were more closely connected than South Vietnam.In the 1960s, the United States began to vigorously support the regime of South Vietnam, gradually involved in the Vietnam War, the Vietnam War escalated, coupled with the Sino-Indian conflict and Vietnam's position in the conflict between China and India, Vietnam and India relations were more distant in the late 1960s.Vietnam and India gradually close to the Soviet Union, Vietnam-India relations began to warm up.This paper holds that during Hu Zhiming's time, Vietnam's national interests were mainly manifested in the struggle for national independence and national reunification. In view of its national interests, Hu Zhiming adopted a friendly policy towards India and actively won India's support and sympathy for Vietnam.The relations between Vietnam and India during this period embodied Hu Zhiming's diplomatic thought of "peace, unity and union", and won Vietnam extensive international sympathy.The relationship between Vietnam and India in Hu Zhiming period experienced mutual sympathy-cold light-close-estrangement-heating up, showing a "W" development trajectory.
