【摘要】：日本割占臺(tái)灣之后,福建成為臺(tái)灣總督府"對(duì)岸經(jīng)營(yíng)"及日本"南進(jìn)"政策的重要目標(biāo)。為了在福建扶植潛在勢(shì)力,日本領(lǐng)事館庇護(hù)、放任臺(tái)灣籍民(1)走私販賣(mài)鴉片。臺(tái)灣籍民借著治外法權(quán)的庇護(hù),壟斷了福建的鴉片市場(chǎng),使福建煙毒泛濫,屢禁不止;而日本當(dāng)局也從籍民的鴉片收入中得到"南進(jìn)"政策各種活動(dòng)所需的經(jīng)費(fèi)。全面抗戰(zhàn)爆發(fā)后,日本海軍再次利用臺(tái)灣籍民在廈門(mén)、金門(mén)等占領(lǐng)區(qū)實(shí)行鴉片專(zhuān)賣(mài)制度,一方面為占領(lǐng)軍和傀儡政府提供財(cái)源,另一方面利用"交通船"把鴉片運(yùn)往內(nèi)地套取糧食,以解決軍糧供應(yīng),并為日軍搜集各種情報(bào)�？傊�,日本是把鴉片和其他麻醉品作為征服中國(guó)的工具使用,而臺(tái)灣籍民則成為日本鴉片政策的棋子。
[Abstract]:After the Japanese occupation of Taiwan, Fujian became an important target of the Taiwan Government House's "opposite shore operation" and Japan's "southward" policy. In order to foster potential forces in Fujian, the Japanese Consulate sheltered it. (1) allowing Taiwanese nationals to smuggle and sell opium. Under the patronage of extraterritorial jurisdiction, Taiwanese nationals monopolized the opium market in Fujian, causing Fujian to spread tobacco and drugs and to stop them from being banned. And the Japanese authorities also received funds from the opium income of the citizens for various activities of the "southward" policy. After the outbreak of the all-out war of resistance, the Japanese navy again used Taiwanese nationals to implement the opium monopoly system in the occupied areas of Xiamen and Kinmen. On the one hand, it provides financial resources for the occupying forces and puppet governments, on the other hand, it uses "transportation vessels" to transport opium to the mainland for food, in order to solve the supply of military grain and to collect various kinds of intelligence for the Japanese army. Japan used opium and other narcotics as a tool to conquer China, while Taiwanese citizens became the pawn of Japan's opium policy.
