【摘要】：華盛頓裁軍會(huì)議前后,日本國(guó)內(nèi)曾出現(xiàn)一股裁軍和和平主義的輿論熱潮。尾崎行雄和其主導(dǎo)的《軍備縮小同志會(huì)》可以說(shuō)是其中主要代表。華盛頓裁軍會(huì)議有兩個(gè)目的:一是裁軍;一是解決遠(yuǎn)東問(wèn)題。也可以說(shuō)前者是除"害"(放下軍備負(fù)擔(dān)),后者是革"利"(返還既得權(quán)益)。當(dāng)時(shí)日本的國(guó)民輿論大多處于一種矛盾狀態(tài),既想順從世界大勢(shì),放下軍備擴(kuò)張的負(fù)擔(dān),又不愿放棄在中國(guó)的既得權(quán)益。在這樣一種輿論氛圍中登場(chǎng)的尾崎行雄的"裁軍論"其特征在于站在政治現(xiàn)實(shí)主義的立場(chǎng)上,為促成支持裁軍的國(guó)民輿論興起而避開談棄"利",只把國(guó)民的注意力引導(dǎo)至除"害"一面。這種內(nèi)部自相矛盾的方法,雖不如主張革"利"的石橋湛山的"殖民地放棄論"徹底,卻可以啟發(fā)大多數(shù)國(guó)民覺(jué)醒,引起其對(duì)軍閥、軍國(guó)主義的警惕。尾崎此論至少在華盛頓會(huì)議前后,在日本造成了一種廣泛的、有影響的批判軍國(guó)主義的輿論力量,顯示了大正民主主義運(yùn)動(dòng)達(dá)到了一個(gè)可貴的高度。

In order to promote the emergence of national opinion in support of disarmament and to avoid talking about abandonment of "interests" and to direct the attention of the people only to the "evil" side... this internally contradictory method, Although it is not as thorough as the colonial abandonment theory of Shikiao Zhanshan, which advocates "profit", it can inspire the awakening of the majority of the people and arouse their vigilance against warlords and militarism. In Japan, it has created a widespread and influential force of public opinion criticizing militarism, showing that the Dazheng Democratic Movement has reached a valuable height.
