【摘要】：本文研究的是富蘭克林·羅斯福的就業(yè)權(quán)利思想。二十世紀二、三十年代,美國爆發(fā)了經(jīng)濟危機,富蘭克林·羅斯福臨危受命出任美國總統(tǒng)。面對國內(nèi)大規(guī)模的失業(yè)狀況,富蘭克林·羅斯福對就業(yè)權(quán)利進行了深入地思考。他在講話中反復(fù)強調(diào)就業(yè)權(quán)利。富蘭克林·羅斯福將就業(yè)權(quán)利定義為經(jīng)濟自由并將其納入到他“四大自由”思想中去。“四大自由”思想的提出標志著富蘭克林·羅斯福就業(yè)權(quán)利思想的形成。富蘭克林·羅斯福認為全世界的人民都應(yīng)當擁有能夠使得自己及其家庭生活體面、幸福的工作的權(quán)利并且政府有責任制定相關(guān)的法律與政策來保障人民的就業(yè)權(quán)利。富蘭克林·羅斯福的就業(yè)權(quán)利思想提高了就業(yè)權(quán)利本身的地位并且推動了戰(zhàn)后美國的社會經(jīng)濟改革。在當今經(jīng)濟全球化的時代,失業(yè)是很多國家必須面對的問題。研究富蘭克林·羅斯福的就業(yè)權(quán)利思想對于保障世界人民的基本經(jīng)濟權(quán)利有著重要意義并且為世界各國處理失業(yè)問題提供了借鑒。 文章共分為五個部分。其中引言部分介紹了本文的選題依據(jù)、國內(nèi)外的研究現(xiàn)狀、本文的研究方法以及存在的不足。 正文的第一部分介紹的是富蘭克林·羅斯福的就業(yè)權(quán)利思想。這部分主要介紹了就業(yè)權(quán)利思想的內(nèi)容。其中包括富蘭克林·羅斯福通過演講和講話來逐步確立就業(yè)權(quán)利思想。這部分指出就業(yè)權(quán)利思想來源于法國民主思想、美國《獨立宣言》以及《美利堅合眾國憲法》。富蘭克林·羅斯福出于對就業(yè)權(quán)利本身、美國國內(nèi)的經(jīng)濟狀況以及民主黨的利益考慮構(gòu)思出了就業(yè)權(quán)利思想。就業(yè)權(quán)利思想屬于富蘭克林·羅斯福思想體系中的社會思想范疇并在其中居于核心地位。 正文的第二部分主要介紹富蘭克林·羅斯福為了實踐就業(yè)權(quán)利思想而做出的努力。富蘭克林·羅斯福為了保障人民的就業(yè)權(quán)利提出了《第二權(quán)利法案》并用其指導(dǎo)頒布和就業(yè)相關(guān)的法案、實施就業(yè)計劃。在眾多以工代賑的計劃當中,最大限度踐行富蘭克林·羅斯福就業(yè)權(quán)利思想的是工程進度管理局。 正文的第三部分說明了富蘭克林·羅斯福就業(yè)權(quán)利思想的影響。富蘭克林·羅斯福的就業(yè)權(quán)利思想將就業(yè)權(quán)利思想化。就業(yè)權(quán)利思想的提出讓世界認識了就業(yè)權(quán)利的重要性。富蘭克林·羅斯福的就業(yè)權(quán)利思想多次被他之后的總統(tǒng)引用并用以指導(dǎo)美國就業(yè)政策的制定和實施。 結(jié)論部分是對全文的概括與總結(jié)。它指出富蘭克林·羅斯福是站在國際化的角度提出就業(yè)權(quán)利思想的。就業(yè)權(quán)利思想的提出保障了人民的經(jīng)濟權(quán)利。在就業(yè)權(quán)利思想的指導(dǎo)下,美國不僅成功地解決了失業(yè)問題而且在富蘭克林·羅斯福之后的美國總統(tǒng)都將其作為處理失業(yè)問題的理論依據(jù)。
[Abstract]:In the 1920s and 1930s, when the economic crisis broke out in the United States, Franklin Roosevelt was appointed President of the United States. In the face of large-scale unemployment in the country, Franklin Roosevelt thought deeply about the right to employment. In his speech, he repeatedly emphasized the right to employment. Franklin Roosevelt defined the right to employment as economic freedom and incorporated it into his "four freedoms" The idea of "four freedoms" marked the formation of Franklin Roosevelt's idea of the right to employment. Franklin Roosevelt believed that people all over the world should have a decent life for themselves and their families. The right to a happy job and the responsibility of the government to enact laws and policies to guarantee the people's right to employment. Franklin Roosevelt's idea of employment rights raised the status of employment rights itself and contributed to the postwar war. Social and economic reforms in the United States. In the era of economic globalization, Unemployment is a problem that many countries must face. It is important to study Franklin Roosevelt's thought of employment right to protect the basic economic rights of the people of the world and to provide reference for all countries in the world to deal with the problem of unemployment. The paper is divided into five parts. The introduction introduces the basis of the topic, the current situation of research at home and abroad, the research methods and the shortcomings of this paper. The first part of the text introduces Franklin Roosevelt's thought of employment right. This part mainly introduces the content of employment right thought, including Franklin Roosevelt's gradual establishment through speech and speech. This part points out that the thought of employment right originates from French democratic thought. The United States Declaration of Independence and the Constitution of the United States of America. The economic situation in the United States and the interests of the Democratic Party have conceived the idea of the right to employment, which belongs to and occupies the core position in the social ideology of Franklin D. Roosevelt's ideological system. The second part of the text mainly introduces Franklin Roosevelt's efforts to practice the right to employment. Franklin Roosevelt proposed the second Bill of Rights to protect the people's right to employment. To guide the enactment of employment-related acts, Among the many food-for-work programs, it was the Project Progress Administration that put Franklin Roosevelt's idea of employment rights into practice to the greatest extent. The third part of the text explains the influence of Franklin Roosevelt's employment right thought. Franklin Roosevelt's employment right thought makes the world understand employment. The importance of Rights. Franklin Roosevelt's idea of employment rights was repeatedly cited by his later president and used to guide the formulation and implementation of American employment policy. The conclusion part is the summary and summary of the full text. It points out that Franklin Roosevelt put forward the idea of employment right from the angle of internationalization. The idea of employment right has protected the economic rights of the people.
