【摘要】：澳大利亞與印度尼西亞(簡(jiǎn)稱印尼)作為西南太平洋上的兩個(gè)鄰國(guó),在印尼共和國(guó)成立之前,兩國(guó)的關(guān)系只是雙方殖民者——英荷關(guān)系的反映。澳印(尼)作為兩個(gè)獨(dú)立主權(quán)國(guó)家的關(guān)系始于1945年8月,并在1945-1949年印尼人民爭(zhēng)取獨(dú)立運(yùn)動(dòng)期間發(fā)生了重大變化。這一時(shí)期的雙邊關(guān)系變化反復(fù)無(wú)常。 1945年8月17日,蘇加諾宣布印尼擺脫荷蘭的殖民統(tǒng)治而獨(dú)立,成立印尼共和國(guó)。起初,澳大利亞政府的立場(chǎng)是中立。但其碼頭工人卻不惜以頒布“黑色禁令”來(lái)支持印尼共和國(guó)的獨(dú)立斗爭(zhēng)。此舉促使澳政府派遣麥克馬洪·鮑爾使團(tuán)出訪印尼。該使團(tuán)帶回的報(bào)告使得澳政府開(kāi)始同情這個(gè)新生的共和國(guó)。1947年1月開(kāi)始的荷印(尼)談判推動(dòng)澳印(尼)關(guān)系繼續(xù)發(fā)展。澳大利亞政府內(nèi)部對(duì)該談判爭(zhēng)議不斷,對(duì)印尼共和國(guó)的態(tài)度也一直曖昧不明。然而,1947年7月荷蘭發(fā)動(dòng)的第一次“警察行動(dòng)”卻轉(zhuǎn)變了澳方的態(tài)度。澳大利亞首次主動(dòng)將印尼問(wèn)題提交給聯(lián)合國(guó)討論。與此同時(shí),印尼共和國(guó)在調(diào)停委員會(huì)上提名澳大利亞作為其代表。兩國(guó)的友好關(guān)系可見(jiàn)一斑。即便如此,澳方并未公開(kāi)表示承認(rèn)印尼共和國(guó)。1948年12月荷蘭發(fā)動(dòng)的第二次“警察行動(dòng)”導(dǎo)致澳方的態(tài)度發(fā)生根本轉(zhuǎn)變。澳大利亞參加了旨在解決印尼問(wèn)題的新德里會(huì)議,并在荷印(尼)談判中公開(kāi)表示支持印尼共和國(guó)。1949年12月27日,荷蘭正式承認(rèn)印尼共和國(guó)。印尼獨(dú)立后,澳印(尼)兩國(guó)的這種親密關(guān)系卻在西新幾內(nèi)亞問(wèn)題上遭遇挑戰(zhàn)。
[Abstract]:Before the founding of the Republic of Indonesia, Australia and Indonesia, two neighboring countries in the south-west Pacific Ocean, The relationship between the two countries is only a reflection of the relations between the colonists of the two countries, Britain and the Netherlands. The relationship between Australia, India and Nepal, as two independent sovereign states, began in August 1945. Significant changes took place during the Indonesian people's Movement for Independence from 1945 to 1949, during which bilateral relations changed capriciously. On August 17, 1945, Sukarno declared Indonesia independent from Dutch colonial rule and established the Republic of Indonesia. The Australian government's position is neutral. But its dock workers are willing to issue a "black ban" to support the independence struggle of the republic of Indonesia. The move prompted the Australian government to send a McMahon Bauer mission to Indonesia. The report brought back by the delegation made the Australian government begin to sympathize with the new republic. The Netherlands India (Niger) talks started in January 1947 to promote the continued development of Australia-India (Niger) relations. The Australian government has been controversial about the talks. The attitude toward the Republic of Indonesia has also been ambiguous. However, the first "police operation" launched by the Netherlands in July 1947 changed the attitude of Australia, which for the first time took the issue of Indonesia to the United Nations for discussion. The Republic of Indonesia nominated Australia as its representative at the mediation committee. The friendly relations between the two countries are evident. Even so, Australia did not publicly acknowledge the Republic of Indonesia. The second "police operation" launched by the Netherlands in December 1948 led to a fundamental change of attitude on the part of Australia. Australia participated in the New Delhi Conference aimed at resolving the Indonesian issue. On December 27, 1949, the Netherlands officially recognized the Republic of Indonesia. After the independence of Indonesia, the close relationship between Australia, India and Nepal was challenged on the issue of Western New Guinea.
