【摘要】：近代早期英國(guó)社會(huì)急劇分化,貧困問題日益凸顯。為應(yīng)對(duì)貧困問題,治安法官領(lǐng)導(dǎo)的地方政府積極探索濟(jì)貧之道,有力地推動(dòng)了國(guó)家出臺(tái)濟(jì)貧法令。到17世紀(jì)初,英國(guó)建立了一整套濟(jì)貧法體系,并授權(quán)治安法官監(jiān)督教區(qū)開展?jié)殞?shí)踐,這集中體現(xiàn)在救濟(jì)窮人、控制流民與提供工作等方面。治安法官作為中央與地方的聯(lián)結(jié)紐帶,其濟(jì)貧實(shí)踐成為近代早期英國(guó)中央與地方關(guān)系的縮影。貧困問題關(guān)乎國(guó)家安定與社會(huì)秩序,因此濟(jì)貧成為中央與地方的共識(shí)。在此前提下,治安法官積極推進(jìn)濟(jì)貧實(shí)踐,以解決貧困問題,為英國(guó)社會(huì)穩(wěn)定轉(zhuǎn)型與國(guó)家有序治理提供條件。近代早期英國(guó)治安法官的濟(jì)貧實(shí)踐切實(shí)反映出英國(guó)在治理社會(huì)問題的過程中,注重協(xié)調(diào)中央與地方、頂層設(shè)計(jì)與基層實(shí)踐的關(guān)系。
[Abstract]:In the early modern times, the British society was sharply divided, and the problem of poverty became increasingly prominent. In order to deal with the problem of poverty, the local government led by magistrates actively explored ways to help the poor, which powerfully pushed the country to issue a decree on poverty relief. By the beginning of 17th century, The United Kingdom has established a set of poverty relief laws and authorized magistrates to supervise the parish to carry out the practice of poverty relief, which is embodied in the relief of the poor, the control of the displaced and the provision of work. The magistrates are the link between the central and the local authorities. The practice of poverty relief has become a microcosm of the relationship between the central and local governments in the early modern times. The problem of poverty is related to national stability and social order, so the poverty relief has become a common understanding between the central and local governments. On this premise, magistrates actively promoted the practice of poverty relief. In order to solve the problem of poverty and to provide conditions for the stable transformation of the British society and the orderly governance of the country, the practice of helping the poor by the British magistrates in the early modern times really reflected that the United Kingdom paid attention to coordinating the central and local governments in the process of managing the social problems. The relationship between top level design and basic practice.
