【摘要】： 文化外交作為美國(guó)對(duì)外政策的重要組成部分,第二次世界大戰(zhàn)以后,一直是美國(guó)對(duì)外政策和國(guó)家安全戰(zhàn)略中的常設(shè)工具。除了利用傳統(tǒng)的政治、軍事、經(jīng)濟(jì)等手段外,積極主動(dòng)地推行文化外交戰(zhàn)略成為了美國(guó)政府的另一重要措施。富布賴(lài)特項(xiàng)目是世界上規(guī)模最大、聲譽(yù)最高的國(guó)際交流項(xiàng)目,是由美國(guó)國(guó)務(wù)院教育和文化事務(wù)局按照富布賴(lài)特外國(guó)學(xué)者委員會(huì)制定的方針進(jìn)行資助的。中美富布賴(lài)特項(xiàng)目是該項(xiàng)目的一部分,是中華人民共和國(guó)與美國(guó)之間以“本著平等、互惠和互利的原則促進(jìn)教育領(lǐng)域的合作和交流”為目的的官方交流項(xiàng)目。在該項(xiàng)目的支持下,中美兩國(guó)交換教育工作者、研究人員、專(zhuān)業(yè)人員和學(xué)生進(jìn)行學(xué)習(xí)、研究和教學(xué)。作為由美國(guó)政府資助的旗艦國(guó)際教育計(jì)劃,富布賴(lài)特項(xiàng)目是美國(guó)文化外交的典型案例。本文通過(guò)對(duì)富布賴(lài)特項(xiàng)目特別是中美富布賴(lài)特項(xiàng)目歷史發(fā)展的分析,以加深對(duì)美國(guó)文化外交的本質(zhì)和特征的了解。 全文共由三部分組成: 引言:對(duì)本文研究的內(nèi)容、方向、國(guó)內(nèi)外學(xué)術(shù)界關(guān)于這一問(wèn)題研究的現(xiàn)狀及研究這一問(wèn)題的意義作簡(jiǎn)要概述。 正文:闡述富布賴(lài)特項(xiàng)目在美國(guó)文化外交中的制定與實(shí)施過(guò)程及其在美國(guó)文化外交中的地位和作用。 第一部分:分析富布賴(lài)特項(xiàng)目的緣起及發(fā)展。包括:富布賴(lài)特項(xiàng)目的緣起、發(fā)展、構(gòu)成三個(gè)方面。 第二部分:富布賴(lài)特與中國(guó)。具體分為:富布賴(lài)特項(xiàng)目在中國(guó)的發(fā)展和中美富布賴(lài)特項(xiàng)目的特點(diǎn)。 第三部分:具體分析富布賴(lài)特項(xiàng)目在美國(guó)文化外交中的地位和作用。分別從富布賴(lài)特項(xiàng)目使美國(guó)文化外交制度化、是美國(guó)文化外交的典型方式、推動(dòng)美國(guó)文化外交政策目標(biāo)的實(shí)現(xiàn)三個(gè)方面進(jìn)行論述。 結(jié)論:簡(jiǎn)要概括美國(guó)政府推行文化外交戰(zhàn)略的目的及富布賴(lài)特項(xiàng)目在美國(guó)文化外交中體現(xiàn)出的價(jià)值。重點(diǎn)指出富布賴(lài)特項(xiàng)目在當(dāng)今文化外交中的重要性。研究富布賴(lài)特項(xiàng)目為我們帶來(lái)的深刻思考,使我國(guó)能夠更好地利用富布賴(lài)特項(xiàng)目這一資源推進(jìn)我國(guó)文化教育事業(yè)的發(fā)展。
[Abstract]:Cultural diplomacy, as an important part of US foreign policy, has been a permanent tool in US foreign policy and national security strategy since the second World War. In addition to the use of traditional political, military, economic and other means, Proactively pursuing the strategy of cultural diplomacy has become another important measure of the US government. Fulbright is the largest and most prestigious international exchange program in the world. Funded by the Bureau of Education and Cultural Affairs of the United States Department of State in accordance with the guidelines formulated by the Fulbright Committee of Foreign Scholars. The China-US Fulbright Project is part of the project and is between the people's Republic of China and the United States "on an equal footing," The principle of reciprocity and mutual benefit promotes cooperation and exchanges in the field of education "an official exchange project. With the support of this project, China and the United States exchange education workers, researchers, professionals and students for study," Research and teaching. As a flagship international education program funded by the United States Government, the Fulbright Project is a typical case of American cultural diplomacy. In order to deepen the understanding of the nature and characteristics of American cultural diplomacy. The full text consists of three parts:. Introduction: the content and direction of this paper, the current situation of academic research on this issue and the significance of the study are briefly summarized. This paper expounds the formulation and implementation process of Fulbright program in American cultural diplomacy and its position and function in American cultural diplomacy. The first part is to analyze the origin and development of Fulbright project, including the origin, development and constitution of Fulbright project. Part two: Fulbright and China. It is divided into three parts: the development of Fulbright Project in China and the characteristics of Fulbright Project in China and America. The third part analyzes the position and role of Fulbright project in American cultural diplomacy. It is a typical way of American cultural diplomacy to institutionalize American cultural diplomacy from Fulbright program. Three aspects are discussed to promote the realization of the goal of American cultural foreign policy. Conclusion: the purpose of American government's cultural diplomacy strategy and the value of Fulbright program in American cultural diplomacy are briefly summarized. The importance of Fulbright program in cultural diplomacy is emphatically pointed out. The Fulbright Project brings us deep thinking, So that our country can make better use of Fulbright project as a resource to promote the development of our cultural and educational undertakings.
