【摘要】：1898年，美國(guó)在打敗老牌殖民帝國(guó)西班牙的同時(shí)，，邁出了海外擴(kuò)張的第一步。加勒比海地區(qū)因其特殊的經(jīng)濟(jì)與戰(zhàn)略地位而成為美國(guó)擴(kuò)張的目標(biāo)，美國(guó)決策者希望通過(guò)政治、經(jīng)濟(jì)、軍事以及引導(dǎo)加勒比海地區(qū)走向所謂的民主與繁榮等手段而獲得該地區(qū)的控制權(quán)。 1901－1921年，美國(guó)總統(tǒng)西奧多·羅斯福、威廉·塔夫脫和伍德羅·威爾遜用了20年時(shí)間在加勒比海地區(qū)確立了美國(guó)的優(yōu)勢(shì)地位。三位美國(guó)總統(tǒng)對(duì)該地區(qū)的政策手段各有不同，但核心目標(biāo)始終未變，即保持區(qū)域穩(wěn)定，防止歐洲強(qiáng)國(guó)干涉地區(qū)內(nèi)各國(guó)事務(wù)，保證美國(guó)在該地區(qū)的利益最大化。 本論文將本別闡述三位美國(guó)總統(tǒng)加勒比海地區(qū)政策的背景、內(nèi)容、實(shí)施及特點(diǎn)，同時(shí)將說(shuō)明兩個(gè)主要問(wèn)題：（1）美國(guó)相關(guān)的具體政策內(nèi)容和實(shí)施手段是什么。（2）與其他時(shí)期相比，這二十年的政策內(nèi)容和實(shí)施手段有何特殊之處。
[Abstract]:In 1898, while defeating the established colonial empire Spain, the United States took the first step towards overseas expansion. The Caribbean is the target of American expansion because of its special economic and strategic position. The military and the means of leading the Caribbean to so-called democracy and prosperity gain control of the region. From 1901-1921, President Theodore Roosevelt, William Taft, and Woodrow Wilson spent 20 years establishing a dominant position in the Caribbean. But the core goal remains unchanged, namely, to maintain regional stability, prevent European powers from interfering in the affairs of countries in the region, and ensure that the interests of the United States in the region are maximized. In this paper, the background, content, implementation and characteristics of the three US presidents' policies in the Caribbean region will be expounded. At the same time, it will explain two major issues: 1) what are the specific policy contents and means of implementation in the United States) compared with other periods. What are the special aspects of the policy content and means of implementation in the past 20 years?
