【摘要】：威爾遜的海洋政策構(gòu)想中存在著海洋自由和海洋霸權(quán)兩種追求,并經(jīng)歷了政策重心由前者向后者的轉(zhuǎn)變。其中,海洋自由構(gòu)想與國際聯(lián)盟計(jì)劃緊密相連,具有自由主義色彩。巴黎和會(huì)期間,威爾遜為爭取國際社會(huì)對其海洋自由構(gòu)想的認(rèn)可,進(jìn)行了真誠而艱苦的努力。但在國內(nèi)外的批評下,他意識到該構(gòu)想與美國國家利益訴求和國際角色定位不符,于是暗自棄之,并把海洋政策重心轉(zhuǎn)向了與英國爭奪世界海洋霸權(quán)。威爾遜海洋政策構(gòu)想中的海洋自由和海洋霸權(quán)看似前后不一,實(shí)則互為表里,二者共同服務(wù)和服從于美國國家利益需要和爭奪世界領(lǐng)導(dǎo)地位的戰(zhàn)略目的,其現(xiàn)實(shí)主義本質(zhì)不言自明。
[Abstract]:There are two kinds of pursuit of maritime freedom and maritime hegemony in Wilson's maritime policy conception, and the policy focus has changed from the former to the latter, among which, the concept of maritime freedom is closely related to the League of Nations plan. Libertarian. During the Paris Peace Conference, Wilson made sincere and painstaking efforts to win the international community's acceptance of his vision of freedom of the sea. But under criticism at home and abroad, He realized that the idea was incompatible with the national interests of the United States and the positioning of the international role, and so secretly abandoned it, And shifted the focus of ocean policy to compete with Britain for the world's maritime hegemony. Wilson's maritime policy concept of maritime freedom and maritime hegemony appears to be inconsistent, in fact, they are in each other's surface. Their realistic nature speaks for themselves in the strategic purpose of serving and serving the national interests of the United States and contending for world leadership.
