【摘要】： 18世紀英國興起了三種代表權(quán)觀念:有限平等代表權(quán)觀念、普遍平等代表權(quán)觀念和實質(zhì)代表權(quán)觀念,它們對代表制度的變革和發(fā)展起到了積極的推動作用。本文采用經(jīng)驗分析與理論分析相結(jié)合的方法,對三種代表權(quán)觀念產(chǎn)生的歷史背景及其具體主張進行了闡述和比較分析。三種代表權(quán)觀念在議會的政治權(quán)力中心地位、擴大代表權(quán)范圍以及議會代表全體利益這三個方面有共同點,它們的區(qū)別在于代表權(quán)范圍的擴大程度、代表形式、代表權(quán)的邏輯起點和議會職能這四個方面,而三種代表權(quán)觀念對推動代表制度在實踐和理論上的發(fā)展具有重要的意義。
[Abstract]:In 18th century, three concepts of representation emerged in Britain: the concept of limited equal representation, the concept of universal equal representation and the concept of substantive representation. They have played a positive role in promoting the reform and development of the representative system. This paper expounds and compares the historical background and specific propositions of the three concepts of representation, which are the center of political power in Parliament. The three aspects of expanding the scope of representation and representing the interests of the whole are in common. Their differences lie in the four aspects of the expansion of the scope of representation, the form of representation, the logical starting point of representation and the functions of Parliament. The three concepts of representation play an important role in promoting the development of representative system in practice and theory.
